Build a one-page plan that protects people first, then helps your household reduce avoidable damage to books and family records. Include local hazards, evacuation decisions, contacts, responsibilities, priority items, supplies, and a date to practice and review it. Library of Congress preservation guidance can help you plan for a personal collection, but it is not a substitute for local emergency advice or instructions from responders.
Start with people, hazards, and responder instructions
List hazards relevant to your location and building, then note how fire, smoke, water, or a power outage could affect your household and the shelves. Use current local emergency-management guidance to decide what actions and evacuation routes apply to your home; the available library guidance does not provide hazard-by-hazard household instructions for events such as wildfire, earthquake, or hurricane.
Write down the conditions that mean household members should shelter, leave, or call for help, based on local guidance. Do not delay evacuation or take risks to save books. The Library of Congress says its collection recommendations are general and may be superseded by civil-defense or emergency-responder instructions. Put the essential information on one page
Keep the plan somewhere household members can find without internet access or power. Add a printed copy to an accessible emergency kit if that is practical. Include:

- Contacts: emergency services, household members, an insurance contact, and a landlord or building manager where applicable.
- Responsibilities: who calls for help, who accounts for household members, and who may assess the collection after responders say it is safe.
- Collection priorities: a short list of especially valuable, unique, or personally irreplaceable books and records, with their room and shelf locations.
- Supplies and continuity: where basic emergency supplies are kept and how household members can access key contacts and information during a power or internet outage.
- Review details: the date the plan was last checked and the next practice or review date.
Add photographs or a more detailed inventory if useful for documenting what you own. These are practical household adaptations; the Library of Congress collection-management resource discusses risk assessment and inventory control primarily in institutional settings, rather than prescribing a home inventory format. Reduce avoidable collection risks
Use your hazard list to identify preventable exposure around the shelves. Where practical, keep irreplaceable or high-value items away from obvious leaks and floor-level exposure. Note which rooms or shelves may be affected by likely water entry, smoke, or a loss of power. These steps help you think through your home’s layout; they do not make a collection disaster-proof.

If the collection includes rare, valuable, or extensive family records, record a conservator or preservation service contact in the plan. Decide in advance who will call that professional after an incident, once the area is safe.
Practice the plan and update it when things change
Walk through a simple scenario with household members. Check that everyone knows where the plan and contacts are, who has which responsibility, and what takes priority if evacuation is needed. The Library of Congress describes emergency management as a cycle of incident, response, recovery, mitigation, and preparedness, and says its collection-management practices can be scaled to personal and family collections. Revisit the plan after a practice, move, renovation, new acquisition, or change in local hazards.

If books or records are damaged
Do not enter an unsafe area or handle materials that may be contaminated. After responders indicate it is safe, assess what was affected and seek advice appropriate to the type and extent of damage. For wet books and bound volumes, the National Archives provides salvage guidance for books and bound volumes; its page was last reviewed April 23, 2019, so check the current instructions. For valuable materials or extensive damage, contact a conservator. Stabilization or drying does not guarantee that damage is eliminated or that later conservation will not be needed, as the Library of Congress notes in its collection-management guidance.
