How to Compare New Zealand Opinion Polls Without Overreading One Result

A poll is a snapshot, not a verdict. Compare New Zealand polls by their fieldwork, sample, question wording, reported base and methods before reading movement into headline percentages.

Compare the methods and timing behind New Zealand polls before comparing their headline percentages. Each poll is a sample-based snapshot, not a verdict on public opinion or a forecast of the election result. Check who was surveyed, when fieldwork took place, how responses were collected and weighted, what question was asked, and what uncertainty the poll reports.

Start with whether the polls are comparable

Before reading a change in party support as a shift in opinion, check whether both polls describe the same population, use comparable question wording and report the same kind of result. A percentage for decided voters is not directly comparable with one based on all respondents, for example. Publication dates can also mislead: fieldwork dates show when people were actually surveyed.

What to check Compare Why it matters
Timing Fieldwork start and end dates, as well as release date The polls represent opinion at different points in time; a gap between fieldwork periods may matter more than the gap between publication dates.
Population and base Target population, sample size and the denominator used for the reported percentages Results may describe different groups, such as all respondents or decided voters.
Collection design Sampling method, survey mode, weighting adjustments and information about nonresponse A large sample does not by itself correct for who was reached or who chose to respond.
Question Exact wording and, where available, question order Differences in how a question is asked can make results less comparable.
Uncertainty The stated margin of error and what it applies to It helps describe sampling variation, but does not account for every possible survey error.
Electoral translation For seat estimates, the MMP threshold, electorate-seat assumptions and allocation method Projected seats are calculated from the poll using additional rules and assumptions; they are not a direct poll observation.
Aggregation For a poll average, included polls, date window, weights and omitted effects An average is a model, and its construction affects the result.

New Zealand Population Review’s guide to understanding public opinion polls recommends checking the target population and sample size, commissioner and polling company, sampling method, margin of error, weighting, question wording, undecided share and fieldwork timing. Keep the commissioner—the client that commissioned the work—distinct from the polling company that conducted it. ( New Zealand Population Review )

Why sample size and margin of error are not enough

A larger sample is not automatically a better poll

A larger sample can reduce random variation, but it cannot by itself fix a sampling approach that misses important groups or a pattern of nonresponse that skews the results. A well-designed smaller poll may be more informative than a poorly designed larger one. Satherley, Greaves and Sporle’s guide reports a recommendation of 500–1,000 respondents for nationwide polls in New Zealand, and says RANZ (2020) recommended at least 500 for nationwide political polls. Treat that as a reported recommendation, not a guarantee of quality or a universal minimum.

Read the margin as a limited measure of uncertainty

A stated margin of error helps readers understand the random sampling uncertainty a poll reports. It is not a complete measure of accuracy: sampling design, weighting, nonresponse and other survey choices can also affect a result. The Broadcasting Standards Authority (BSA) noted in its 20 April 2021 decision on Watson and Television New Zealand Ltd: “Ideally, polls would be reported with the margin of error as it assists viewers to interpret the value of the poll itself.”

Do not treat overlapping or non-overlapping uncertainty intervals as a complete test of whether opinion changed. Overlap alone does not settle the question; lack of overlap does not resolve differences in fieldwork, wording or design. The evidence cited here does not establish one universal significance test for every pair of New Zealand polls.

How to judge apparent movement

A difference between two headline percentages can reflect a real change in opinion, sampling variation, different fieldwork windows, different questions or bases, weighting, or nonresponse. Work through the comparison table before deciding which explanation is plausible. If a poll does not disclose a detail you need, do not silently assume it matches another poll.

The BSA’s 20 April 2021 decision said: “Viewers understand that polls are a rough tool for gauging public opinion, and are unlikely to interpret poll results as definitive.” In a 2 September 2024 decision, it likewise described public understanding that poll results are based on a sample at a particular time and are a rough tool for gauging opinion. Read any one result in that spirit: useful evidence about a particular survey period, not a definitive statement or election outcome.

What a poll average does—and does not—tell you

A poll average can help show a broader pattern, but it is only as interpretable as its inputs and method. Check which polls it includes, the dates covered, how it weights them, and what effects it does not model. Do not assume different averages use the same recipe or that averaging removes every source of error.

For one concrete example, NZ Polls’ Average v1.0 methodology, published 1 September 2026, uses the six most recent eligible nationwide party-vote polls and weights recency and sample size. Its stated sample-size weight is the square root of reported sample divided by 1,000; each earlier observation receives 82% of the prior observation’s recency weight. These are settings of that version of that site’s model, not general polling rules. NZ Polls says the average does not model pollster house effects, mode effects, correlated errors, electorate-level swings or Monte Carlo win probabilities. Its methodology says: “We would rather show a limited transparent average than dress an unvalidated model as precision.”

Historical averages also need their date ranges attached. The Electoral Commission’s 2026 Broadcasting Allocation Decision lists 1News-Verian averages for February 2024–April 2026, Roy Morgan averages for December 2023–March 2026, and RNZ-Reid Research averages for March 2025–March 2026. Those periods are unequal, so the figures are not a like-for-like snapshot of the same span. The table is useful as an illustration of why series and date range matter, not as current polling.

Why party-vote polls do not mechanically produce seats under MMP

A party-vote percentage is not itself a seat count. Translating it into a projection requires applying MMP rules and making assumptions, including whether a party qualifies through the 5% threshold or an electorate seat, and how seats are allocated. Different assumptions can change the projected seat picture.

For example, NZ Polls’ methodology says its mechanical estimate uses the modified Sainte-Laguë allocation method, with qualification at 5% or through an electorate-seat assumption. It also says an assumed electorate seat beyond proportional entitlement can expand Parliament. Its coalition calculator adds selected estimated seats but does not predict negotiations, confidence agreements or political compatibility. Treat any resulting seat figure as conditional arithmetic under that model, not as something the party-vote poll directly measured or a prediction of coalition formation.

A practical way to read the next poll

  1. Find the fieldwork dates. Use them to identify the period the result represents, rather than relying on the release date alone.
  2. Check the population and reported base. Confirm who was surveyed and whether the percentages refer to all respondents, decided voters or another group.
  3. Read the method details. Look for sampling, survey mode, weighting, question wording, undecided share and nonresponse information.
  4. Interpret uncertainty cautiously. Note the poll’s stated margin of error, but do not mistake it for a full accounting of survey error or a standalone test of change.
  5. Inspect any average or seat projection. Find its inputs and assumptions before treating it as a summary of the evidence.
  6. Compare several reasonably comparable polls. A pattern across polls is more informative than a dramatic reading of one headline number, though it still is not a guarantee of the election result.
