Complaint channels, oversight powers, deadlines, confidentiality rules, and recording laws vary by state and locality; outside the U.S., use your country’s own complaint and oversight systems. “Harassment” and “threats” describe what you experienced, not necessarily a legal finding. Record the specific conduct and words, and choose a reporting route based on where it happened and what the facts may show.
First, consider safety
If you are in immediate danger, move to a safer place and contact an appropriate emergency resource if it is safe to do so. Do not confront or follow the officer, return to the scene, or try to record an encounter if doing so could increase danger. Recording rules depend on state law and circumstances, so there is no single nationwide rule to rely on.
If you fear retaliation or feel unsafe reporting to the officer’s own agency, consider whether a civilian oversight body, the FBI, a U.S. Attorney’s Office, the Department of Justice (DOJ), or a local lawyer or legal-aid organization may be appropriate. These channels have different roles and none guarantees protection or a particular outcome.
Document what happened while details are fresh
Make a dated account in plain language. Be specific about what you personally saw or heard, and distinguish it from anything someone else told you later. Mark uncertain details as uncertain rather than filling gaps with guesses.

- Note the date, approximate time, location, officer’s name or badge number if known, agency, patrol-car or other identifiers, and witness names or contact details if safely available.
- Write the events in chronological order, including what happened before and after the incident. Put words in quotation marks only if you genuinely remember them verbatim.
- Preserve original texts, emails, voicemails, call logs, photographs, video, and paperwork. Keep an unedited copy where possible and make a separate working copy. Note where originals remain and when copies were made or shared.
- If there was an injury or property damage, preserve related records and photographs without altering or deleting the originals.
- Save complaint confirmation messages, reference or case numbers, staff names, and follow-up correspondence.
Think carefully before posting sensitive evidence publicly, particularly if doing so could affect your privacy, safety, or a pending legal matter.
Choose a reporting route
Start with the official instructions for the place and agency involved. A department may call its complaint unit internal affairs, professional standards, or something else. A city or county may also have a civilian review, oversight, auditor, or inspector general office. Their powers differ: some investigate individual complaints, while others review investigations or audit broader patterns.

Before submitting, check whether the office accepts this type of complaint, how to provide evidence, whether there is a deadline, and how to obtain a receipt or status update. Ask how your identity and statements may be disclosed; do not assume that a process is anonymous or confidential. A DOJ-backed national report recommends complaint processes that do not discourage, burden, threaten, or intimidate complainants, but that recommendation does not establish what a particular locality does or require it to accept a complaint through every channel.

When a federal report may fit
Possible criminal civil-rights violation
DOJ says possible criminal civil-rights violations may be reported to the FBI or the U.S. Attorney’s Office in the relevant district. DOJ describes federal criminal enforcement as requiring proof of a deprivation of a federal right, willfulness, and action under color of law. A threatening or unpleasant interaction does not by itself establish those elements or show that a federal crime occurred. See DOJ’s overview of laws addressing police misconduct.

Specified civil-enforcement matters
For reports concerning the Police Misconduct Statute, Title VI, or the OJP Program Statute, DOJ directs people to civilrights.justice.gov, as described on its Law Enforcement Misconduct page. DOJ describes the Police Misconduct Statute as addressing a pattern or practice by state or local law-enforcement agencies, not every isolated incident. It also describes discrimination-related provisions whose application depends on the relevant discrimination and funding or program conditions. DOJ lists harassment and racial slurs among examples that may be covered when the applicable conditions are met; those examples do not mean every such incident falls under a federal statute.
The U.S. Department of Justice Civil Rights Division states: “If you would like to report a violation of the Police Misconduct Statute, Title VI, or the OJP Program Statute, contact the Justice Department at civilrights.justice.gov.” Its Conduct of Law Enforcement Agencies guidance also describes federal enforcement roles. A report is not a guarantee that DOJ will investigate, bring a case, or provide an individual remedy; DOJ says it cannot bring a case based on every report.

If the officer is federal
DOJ’s guidance describes using the federal civil-rights reporting route for applicable allegations involving federal officers and criminal reporting routes when a criminal violation is alleged. The relevant federal agency may also have its own complaint process; check its current official instructions.

Keep a dated record of later contacts or retaliation and preserve related messages or other evidence. DOJ says attempts to prevent a victim or witness from reporting misconduct may constitute obstruction that it can prosecute when the evidence supports it. That does not mean every discouraging or threatening contact will be prosecuted. If you believe you are in immediate danger, prioritize safety over gathering evidence.

What to expect after you report
Ask the receiving office how it will confirm receipt, whether it assigns a reference number, whether it accepts additional evidence, and how it handles status requests and disclosure of statements or identity. A complaint may be reviewed under that office’s own rules, and an outside body may have limited authority. Federal authorities have defined statutory roles; filing a report does not ensure an investigation, discipline, prosecution, or other particular result.
If you are concerned about a legal deadline or possible individual claim, seek advice from a lawyer or legal-aid organization familiar with the relevant jurisdiction. Do not assume that a complaint filing pauses any separate time limit.
