What kind of story does each game tell?
Legacy of the Dark Knight: Bruce Wayne becomes Batman
This is the choice if the draw is Batman himself: the story follows Bruce Wayne’s path to becoming the hero, with Gotham at its center. Official descriptions frame it as a narrative-led, open-world action-adventure inspired by Batman’s history across different media. DC’s game page and LEGO’s game page describe that focus.

Super-Villains: your character joins the Legion of Doom
Super-Villains reverses the usual superhero perspective. You design a villain and join the Legion of Doom as it confronts a world where the Justice League has disappeared and the Justice Syndicate has taken its place. The official description also names Gotham, Metropolis, and Smallville among its locations. DC’s game page
How do their gameplay emphases compare?
Legacy puts Batman’s combat and gadgets in focus
Warner Bros. Games describes a Batman combat system built around attack chains, counters, takedowns, and gadgets. That detail, alongside its open-world Gotham framing, makes it the clearer pick if you want an adventure that foregrounds Batman’s action as well as his story. Warner Bros. Games announcement

Super-Villains foregrounds character creation and its villain-led premise

Legacy supports solo play and two-player local co-op, according to Warner Bros. Games’ descriptions and support FAQ. The DC page for Super-Villains cited here does not specify co-op, so that page alone cannot establish whether a particular edition supports it.
