Arceus ranks first on this editorial list because its official lore gives it an unusually sweeping role: it is said to have shaped all there is in the world. The rest of the order weighs lore, described abilities and feats, and game mechanics—but those are not one universal power scale, and the official Pokémon sources cited here do not publish a definitive top 30.
How this ranking defines power
This is a lore-first editorial ranking, not an official Pokémon list or a competitive tier list. It gives the most weight to explicit world-scale or creation lore, then to abilities and feats described in official game material. Battle mechanics count only in the game and form where they apply; they are not treated as universal proof of a Pokémon’s strength.

That distinction matters. A story description, a move’s in-game effect, and success in a particular competitive format answer different questions. The ranking below is a judgment about broad fictional power, not a claim that each placement would win a battle under every game’s rules.
The 30 most powerful Pokémon
-
Arceus
Arceus takes the top spot for its creation-scale lore. The Pokémon Company’s official Pokémon Legends: Arceus profile says, “Arceus is said to have shaped all there is in this world.” That is a sweeping narrative claim, not a measured combat result or a numerical ranking. Official Arceus profile.

-
Dialga
Dialga is placed near the top for its prominent role among the Legendary Pokémon associated with the structure of the world. This is a lore-based placement, not a comparison of its performance in any one game’s battle rules.
-
Palkia
Palkia sits beside Dialga because the pair are central to the same high-level mythic framework. Its position reflects narrative scale, not a claim that it is stronger than Dialga in every encounter or ruleset.
-
Giratina
Giratina’s place reflects its extraordinary mythic status and connection to a distinct realm in Pokémon lore. It is ranked below the creation-associated figures above as an editorial distinction, not an official hierarchy.
-
Ultra Necrozma
Ultra Necrozma earns a high placement for the scale implied by its transformed form and its role in the story of Pokémon Ultra Sun and Pokémon Ultra Moon. This entry means Ultra Necrozma specifically; it does not transfer that form’s attributes to every Necrozma form.

Rayquaza
Rayquaza is placed among the strongest for its exceptional legendary status and the prominence of Mega Rayquaza in games that include Mega Evolution. The form distinction matters: this is a broad lore-and-form judgment, not a claim that base Rayquaza has the same mechanics as Mega Rayquaza.
-
Primal Groudon
Primal Groudon ranks highly for the environmental scale associated with its primal form. The placement refers to Primal Groudon where that form exists in the relevant game, rather than treating the form as a universal state across the franchise.
-
Primal Kyogre
Primal Kyogre is placed alongside Primal Groudon because both are presented as forces capable of affecting the world on a vast scale. This is a lore-oriented comparison, not a claim about a universal head-to-head winner.
-
Eternatus
Eternatus ranks highly for its major role in the events of Pokémon Sword and Pokémon Shield and the exceptional scale of its Eternamax form. The ranking’s reference is to that story context and form, not an assumption that every game uses Eternamax as a playable battle option.

Mega Mewtwo X
Mega Mewtwo X is listed as a specific Mega Evolution, rather than as a stand-in for all Mewtwo forms. Official Pokémon Legends: Z-A material distinguishes Mega Mewtwo X from Mega Mewtwo Y and identifies a corresponding Mega Stone for each. Its placement reflects its transformed status, not a universal combat verdict. Official Mega Mewtwo announcement.
-
Mega Mewtwo Y
Mega Mewtwo Y is a separate entry because official material distinguishes it from Mega Mewtwo X, including by form-specific typing and dimensions. This ranking does not claim that one Mega Mewtwo form is always superior to the other; the mechanics depend on the game and battle context.
-
Zacian (Crowned Sword)
Zacian’s Crowned Sword form is ranked highly for its legendary portrayal and its specific Sword and Shield battle mechanics. The official profile describes Zacian as Fairy/Steel-type, says Intrepid Sword raises its Attack when it enters battle, and identifies Behemoth Blade as especially strong against Dynamax Pokémon. Those mechanics belong to that game context; they should not be generalized to every title. Official Zacian profile.
-
Zamazenta (Crowned Shield)
Zamazenta’s Crowned Shield form earns a high spot for its defensive portrayal. The official Sword and Shield material describes its golden shield as highly defensive. That is promotional lore language, not a standardized defense measurement, and this entry refers to the crowned form rather than every version of Zamazenta. Official Zacian and Zamazenta page.

Mewtwo
Base Mewtwo remains one of the franchise’s most formidable Pokémon by reputation and story role, but this entry is specifically the base form. It is separate from Mega Mewtwo X and Y above, whose form-specific attributes should not be assigned to it without support.
-
Ho-Oh
Ho-Oh’s high placement reflects its legendary stature and the scale of the myths attached to it. The list treats that narrative importance as evidence of broad fictional power, not as a published statistic or guaranteed victory in a battle.
-
Lugia
Lugia is ranked near Ho-Oh for its legendary prominence and association with tremendous natural forces. As with the other lore-led entries, this is a narrative comparison rather than a claim about performance under a named competitive ruleset.
-
Kyurem (Black or White)
This entry refers to Kyurem’s fused forms, Black Kyurem or White Kyurem, rather than implying that the base form automatically has those attributes. Form-specific distinctions affect what belongs in any comparison, and the placement is an editorial judgment.

-
Solgaleo
Solgaleo ranks among the stronger legendary Pokémon for its major role in the Alola stories and the scale of its cosmic associations. The placement reflects that narrative framing, not a measurement that can be directly compared with battle stats from another game.
-
Lunala
Lunala shares a high tier with Solgaleo because it is a central legendary counterpart with comparable narrative importance. This does not settle which one is stronger in a particular game or format.
-
Zygarde (Complete Forme)
Complete Forme Zygarde is included as a distinct form whose role and capabilities differ from its other forms. Its position reflects the scale attributed to that form, not a transfer of its full power to every Zygarde encountered across the games.
-
Kyogre
Base Kyogre is ranked below its Primal form because those are distinct states in games that include Primal Reversion. This entry recognizes its legendary significance without treating Primal Kyogre’s form-specific portrayal as a property of the base form.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. -
Groudon
Base Groudon follows the same distinction: it is not Primal Groudon. The placement reflects its legendary stature and story role, while leaving the primal form’s heightened portrayal to its separate entry.
-
Regigigas
Regigigas earns a place for the immense scale of its legendary lore and its unusual status among the golems. Its in-game battle performance can vary with the title and mechanics, so that is not used as a universal measure here.
-
Kyurem
Base Kyurem appears separately from its fused forms because the forms are not interchangeable. This lower placement reflects the distinction between its base state and the more specific forms listed above.
-
Yveltal
Yveltal ranks here for its formidable legendary role and the dramatic scale of its lore. That narrative framing does not establish a numerical power level or a fixed outcome against another Legendary Pokémon.

Xerneas
Xerneas is included for the extraordinary life-centered mythology associated with it. Its place relative to Yveltal is a judgment about broad lore, not an official ordering or a claim that the type chart decides their overall power.
-
Reshiram
Reshiram’s placement reflects its significance in the Unova stories and its role as a major legendary force. The comparison is lore-led; no single cross-game battle metric establishes this position.
-
Zekrom
Zekrom sits beside Reshiram for the same reason: it is a central legendary figure with substantial story importance. Its ordering here does not claim consistent superiority or inferiority in every game.
-
Kyogre (base form)
This is the ordinary Kyogre form, not a second claim about Primal Kyogre. It is included as a reminder that form-specific power and base-form power are different questions; its ranking is an editorial placement based on legendary status.

Groudon (base form)
Base Groudon closes the list as a powerful legendary Pokémon in its own right, while remaining distinct from Primal Groudon. The exact order among entries at this end of the ranking is particularly subjective because the official material cited here supplies no common scale.
Why forms and game rules change the comparison
Some Pokémon are listed in a named form because a transformation changes the relevant comparison. Mega Mewtwo X and Mega Mewtwo Y, for example, are presented as separate forms in official Pokémon Legends: Z-A material, each associated with its corresponding Mega Stone. Zacian’s Intrepid Sword and Behemoth Blade details, meanwhile, are described on the official Sword and Shield site and should be read in that game context.
Battle mechanics can also change how “powerful” feels without changing a Pokémon’s lore. In Pokémon Legends: Arceus, the official gameplay page explains that stats and other factors determine action order and how many actions a Pokémon can take. It also says Strong Style raises a move’s power while lowering the user’s action speed. Those are mechanics of that game, not a franchise-wide formula. Official gameplay explanation.
Quick Recap
How to read the order
- For lore: give priority to what official story and profile material actually says, while treating sweeping descriptions as narrative claims rather than measured feats.
- For battles: compare Pokémon only within a named game, version, format, and ruleset. A move, ability, or form may not exist or work the same way elsewhere.
- For alternate forms: name the form and do not carry its attributes over to the base Pokémon unless an official source supports that connection.
