If you want more of Watch Dogs: Legion’s citywide hacking, start with Watch Dogs 2: Ubisoft explicitly builds its open-world DedSec game around hacking. For a different kind of match, choose Deus Ex: Mankind Divided for stealth and mission flexibility, or Cyberpunk 2077 for a broader cyberpunk RPG that includes hacking. None of those alternatives is a direct replacement for Legion’s recruit-anyone system.
What makes a game like Watch Dogs: Legion?
Similarity depends on which part of Legion you want to keep. Ubisoft describes the game as a near-future London resistance built through hacking, infiltration, and combat. Its distinctive Play As Anyone system lets players recruit and play characters from the city’s population, according to Ubisoft Toronto. PlayStation likewise presents it as an open-world London game centered on hacking, infiltration, and resistance-building (PlayStation’s game page).
- Citywide hacking: Do you want technology to directly affect the urban environment and its systems?
- Open-world exploration: Is a freely explorable city more important than mission-by-mission approach choices?
- Stealth and infiltration: Do you value having options beyond direct combat?
- Recruitment or role-playing: Is the changing cast of playable recruits essential, or would you prefer one protagonist with a different progression system?
These distinctions matter: a game can share stealth or futuristic technology without matching Legion’s city scale or hacking systems.

Watch Dogs 2: closest match for open-world hacking
This is the strongest starting point if you most want to use technology across an urban sandbox. Ubisoft describes joining DedSec, taking on ctOS 2.0, exploring a large dynamic open world, and using hacking as a weapon; its page sums up the emphasis with the phrase “Hacking is your weapon” (Ubisoft’s Watch Dogs 2 page). It shares the franchise’s hacking premise more directly than the other recommendations here. Choose it for that core loop, not because it reproduces Legion’s recruit-anyone hook.

Deus Ex: Mankind Divided: best for stealth and flexible missions
Choose this if what you enjoyed was approaching a problem in different ways. The Steam listing identifies it as an action RPG and describes Adam Jensen as a covert operative, with weapons, augmentations, and player-selected approaches at the center of play (Steam’s Deus Ex: Mankind Divided listing). It is a partial mechanical match for stealth, futuristic technology, and approach choice—not an established equivalent to Legion’s open city or environmental hacking. Steam lists its release date as August 23, 2016.
Cyberpunk 2077: best for a broader cyberpunk RPG
Pick this if the near-future technology and dystopian atmosphere appeal more than matching Legion’s structure. PC Gamer’s September 30, 2026 description characterizes it as offering hacking abilities, stealth and combat options, and side missions with multiple approaches (PC Gamer’s Cyberpunk 2077 review). Those are meaningful overlaps, but they do not make it a Watch Dogs clone: it is a broader RPG, and the cited article notes that it is not the open-world Deus Ex experience some players sought.

The original Watch Dogs: another franchise entry
If you want to stay with the series, the original Watch Dogs is another relevant option. The Steam collection search result groups it with Watch Dogs 2 and Watch Dogs: Legion, but does not establish enough gameplay detail for a more specific comparison (Steam’s Watch Dogs collection). Check the current store listing for the edition and platform you want.
Which one should you choose?
- Choose Watch Dogs 2 if city exploration, DedSec, and hacking are the main draw.
- Choose Deus Ex: Mankind Divided if stealth, augmentations, and deciding how to handle a mission matter most.
- Choose Cyberpunk 2077 if you want a larger cyberpunk RPG that combines hacking with stealth and combat options.
- Choose the original Watch Dogs if your priority is another game in the same franchise.
If your favorite feature is specifically recruiting ordinary people and switching between them, none of these recommendations is established by the cited descriptions as an equivalent. Legion’s population-based recruitment system is its defining distinction, rather than a standard feature shared by these alternatives.
