The better fit depends on whether you prefer a focused lead character or a team you assemble yourself.

Choose Watch Dogs 2 for a consistent lead and flexible hacking
Watch Dogs 2 follows young hacker Marcus Holloway and the DedSec crew in the San Francisco Bay Area as they target ctOS 2.0, a system Ubisoft describes as being used to monitor and manipulate citizens. Its structure gives the story a stable central character rather than asking you to build a rotating cast.
The hacking sandbox lets you approach situations with tools and environmental interference. TIME reviewer Matt Peckham described using a wheeled robot to reach tight spaces and interact with panels, and a quadcopter to scout and mark targets. He also noted options to manipulate traffic and electrical systems or draw police and gang members into encounters. Those are possible approaches, not a guarantee that every player will favor one style.

In his November 18, 2016 review, Peckham praised the game’s irreverent tone and its use of hacks to turn enemies and surroundings against one another, describing the effect as “almost jazz-like.” That is one critic’s dated opinion, rather than an official description or a claim of universal consensus. Choose Legion for recruiting and switching operatives
Watch Dogs: Legion shifts the action to near-future London and makes recruitment its defining idea: you build a resistance from people encountered in the world. Ubisoft says recruits have individual skills, resources, and talents, so choosing whom to use is part of the play loop rather than simply changing a costume for one fixed protagonist.

Ubisoft’s June 2019 announcement described characters with persistent schedules and backstories who could be persuaded to join DedSec and switched between during play. It also described the possibility of permanent character death in certain confrontations. These are announced design details; they should not be taken as a guarantee that every feature or mode works identically across versions and updates. Consider online play separately
Ubisoft’s October 2020 launch article described online co-op for up to four players and PVP modes as post-launch plans. Those are launch-era details, not confirmation of present-day service status or compatibility on a particular platform. Check platform and physical format before buying
Ubisoft lists Watch Dogs 2 for PC, PlayStation 4, and Xbox One. Its Legion product page lists PC, PlayStation 5, Xbox Series X|S, PlayStation 4, and Xbox One. Listings can differ by region, console generation, and digital or physical format, so match the edition to your hardware before checkout.
Ubisoft documented a physical PS5 release for Legion: its October 2020 next-generation announcement gives October 29, 2020 as the original launch date, November 12 for digital PS5 availability, and November 24 for physical PS5 copies. Which one should you play?
- Pick Watch Dogs 2 if following Marcus through the Bay Area and experimenting with hacks in a flexible sandbox is your priority.
- Pick Watch Dogs: Legion if the appeal is building a roster of distinct London operatives and adapting your choice to their skills.
- Check edition details first if you have a specific console generation, physical format, or online mode in mind.
This is a preference-based choice, not a universal quality ranking: the documented distinction is one recurring protagonist versus a player-selected roster.
