There is no universally best Grass, Fire, or Water starter. The right choice depends on the specific Pokémon game, the species and evolution line you prefer, and how you plan to build the rest of your team. Type matchups can help, but they are only one factor: Pokémon Support says video-game strength depends a lot on how you train a Pokémon.
What Grass, Fire, and Water type matchups tell you
Types affect how much damage moves deal. For example, the official Pokémon: Let’s Go guide describes Fire as strong against Grass and weak against Water. That is useful when anticipating a particular opponent, but it is not a complete ranking of the starter types: a starter will not necessarily handle every battle alone, and the matchup does not account for the rest of your team or how you train.
Pokémon Support puts the distinction plainly: “In the video game, it depends a lot on how you train your Pokémon.” The statement is general advice about video-game strength, not a starter-specific comparison or a claim about win rates. Pokémon Support, “What is the strongest Pokémon?”
Compare the actual starters in your game
Starter choices are not the same across Pokémon games, so first identify the specific edition you are playing. For example, Pokémon Sword and Pokémon Shield offer Grookey, Scorbunny, and Sobble, while Pokémon Brilliant Diamond and Pokémon Shining Pearl offer Turtwig, Chimchar, and Piplup.

The names are confirmed by the official Sword and Shield first-partner page and the Pokémon Company International’s Brilliant Diamond and Shining Pearl announcement. These examples show why a recommendation for one game should not be automatically applied to another.
Look at the full evolution line, not just the first form
A starter’s initial type does not necessarily tell you everything about its later forms. Pokémon can gain a second type as they evolve: the official Pokédex lists Venusaur as Grass/Poison and Charizard as Fire/Flying. These examples illustrate why it is worth checking the actual line and its typing in the game you are playing rather than assuming every evolution stays a single type.

Use the official Pokédex to check species information, and confirm details for your particular game. The examples above are not a universal ranking of starter lines.
Choose with your team in mind
A starter is one part of a team, not a requirement to cover every matchup by itself. The official Brilliant Diamond and Shining Pearl guide recommends using a diverse assortment of Pokémon types and moves, because Pokémon have both advantages and vulnerabilities. As you decide, consider what other Pokémon and moves you expect to use and whether they can cover matchups your starter may find difficult.

A practical way to compare your options is to ask:
- Which starter’s species and evolution line do I most want to use?
- Which matchups might be challenging for that line in this particular game?
- What teammates or moves could help provide coverage?
- Am I choosing based on battle planning, personal preference, or a mix of both?
The guide’s advice is about building a varied team, not proof that one starter type performs best across games. Read the official “Fighting Effectively” guide.
Let preference count
If you are drawn to one design or evolution line, that is a sound reason to choose it. A Pokémon Forums discussion asks, “What is your favorite starter of each type?”—one example of players framing the choice around favorites. It is not a survey and does not establish which type is most popular. Pokémon Forums, “Favorite Starters”.

Keep video-game advice separate from TCG mechanics
Grass, Fire, and Water effects in the Pokémon Trading Card Game do not determine how video-game starters perform. The TCG rulebook describes card mechanics such as Grass cards healing or Poisoning, Fire cards using powerful attacks that may require time to build again, and Water cards manipulating Energy or moving opposing Pokémon.
