If both are slow, check the console’s connection to your router and ISP. If the test is much faster than the download, free bandwidth, compare Ethernet with Wi-Fi, and check again later. These measurements are related, but they are not the same: a good connection test does not guarantee a game will download at that rate.
1. Compare the network test with the download queue
On your Xbox Series X, open Settings > General > Network settings and run the network speed and statistics test. Note the download-speed and packet-loss results. Then open My games & apps > Manage > Queue and check the active game download. The test reflects the console’s network connection; the queue reflects the download in progress. They can differ because they measure different things. Windows Central’s Xbox download troubleshooting guide describes these checks.
- Both results are slow: Focus on the connection between the console, router, and ISP.
- The test is much faster than the game download: Look for competing games, apps, or devices, then check again later. Download-server conditions or installation work may also be involved; the available evidence does not establish one diagnosis for every case.
2. Reduce activity competing with the download
Quit any running game and close streaming or other network-using apps while you test. In the queue, use the suspend option for a running game if it appears, and check whether other games or apps are downloading updates at the same time. Recheck the download after reducing that activity.
This can matter because games may manage download bandwidth during gameplay. Microsoft’s developer documentation describes an API that lets a game request full download bandwidth on a download-progress screen, then give up that allowance when the player switches to another view. That mechanism does not mean every game behaves identically. Microsoft’s XSystemAllowFullDownloadBandwidth documentation explains the developer-facing feature.

3. Compare Ethernet with Wi-Fi
If you can reach the router, connect the Xbox directly to it with an Ethernet cable, then repeat the network test and check the queue. This comparison helps show whether wireless range or interference is affecting the console’s local connection. A wired connection cannot overcome a slow ISP connection, network congestion, or a temporary download-service bottleneck. Windows Central’s guide also recommends comparing connection types.

If Ethernet is impractical, place the console where it receives a strong Wi-Fi signal. Try the 5 GHz band if your router offers it and the console is close enough; use 2.4 GHz when its greater range is more useful.

4. Check for home-network and temporary congestion
Pause large downloads and streaming on other devices while testing. Other users, home-network congestion, ISP conditions, and Xbox Network conditions can all affect results. If speeds fluctuate, try again later or during a less busy period. There is no established universal best hour or guaranteed schedule for faster downloads.
If the connection itself seems to be malfunctioning, restarting the router and console is a reasonable temporary troubleshooting step. Follow the router manufacturer’s instructions if they differ. Windows Central’s guide describes power-cycling the router and restarting the console before repeating the network test.

5. Use the results to decide what to check next
- The Xbox test is consistently poor, and other devices are slow too: Check the router, Wi-Fi signal, or ISP connection.
- The Xbox test is good, but the download is slow: Reduce competing activity and check the queue again later. A single slow game download does not by itself establish whether the cause is the game’s download service or installation work.
- Only the Xbox remains slow on a stable wired connection: Consult current Xbox Support guidance for your console and region. Service availability and support steps can vary; check current information rather than assuming a service-wide problem.
