Neither platform is a universal winner. Roblox is the better fit if you want a standalone, scriptable game with multiple places and a wide range of platform-native monetization options. Fortnite is the better fit if you want to create inside Fortnite and use UEFN’s Unreal Engine rendering, lighting, visual effects, animation, and worldbuilding tools. For horror in particular, the decisive question is often what intensity you want and which players you want to reach: both platforms require accurate content disclosures and limit access based on ratings or age.
How the creation tools differ
These are different authoring workflows, not two versions of the same editor. Epic describes UEFN as bringing Unreal Engine rendering, lighting, VFX, animation, and worldbuilding tools to Fortnite. Fortnite Creative lets creators build directly in Fortnite on console, PC, or mobile. Roblox Studio combines 3D building, scripting, testing, device emulation, real-time collaboration, built-in lighting and sound services, and Creator Store assets; it is free to use.

The documented feature sets do not establish that one editor is easier or more powerful overall. The practical choice depends on what you want to make: an island within Fortnite or a Roblox game that can be organized across places.
Can you make horror games in Roblox?
Yes. Roblox’s content maturity system includes horror-relevant descriptors and examples, including mild fear such as jump scares, ominous music, suspense, and creepy-looking NPCs. Creators complete a Maturity & Compliance Questionnaire, and its labels range from Minimal and Mild to Moderate and Restricted. More intense content can narrow the audience; Restricted experiences are available only to age-verified users aged 18 or older.

The questionnaire is part of publishing responsibly, not a way to guarantee that every design will be available to every player. Roblox says inaccurate or missing disclosures can restrict playability or lead to moderation. Consult the Roblox content maturity and compliance guidance and disclose the experience accurately.
Can you make horror maps in Fortnite Creative?
Yes, within Fortnite’s rating limits. Epic requires an IARC rating for every published Fortnite experience. The regional maximums listed in Epic’s IARC guidance include ESRB Teen in North America and PEGI 12 in Europe and the UK, alongside separate limits for other regions. If an island exceeds a region’s permitted rating, it will be unavailable there; if it exceeds the caps everywhere, it cannot proceed until adjusted.

Account for all rating-relevant content, including visuals, text, dialogue, and music, and answer the IARC questionnaire accurately. Epic’s developer rules also require promotional text and images to be suitable for a general audience. A planned horror concept should be designed around these limits rather than assuming that every treatment will pass review or reach every region.
Which platform is easier for making a horror game?

- Choose Fortnite Creative if you want to build directly in Fortnite, especially with in-game creation on console, PC, or mobile.

Those are workflow distinctions, not a claim that one option is automatically simpler. A small suspense map and a multi-area story game can put very different demands on an editor.
What publishing involves
Fortnite: Creator Portal and eligibility
UEFN publishing moves through Creator Portal. Epic’s publishing documentation describes project and memory review, release versions, the IARC questionnaire, promotional media, attributions, visibility selection, and moderation. The publisher must be at least 18. Epic also says creators must be accepted into its developer program to publish and monetize.

Roblox: places and release settings
Roblox’s publishing guidance covers creating and publishing games and places, selecting supported devices, and providing title and description metadata. It allows a creator to publish privately first and release publicly later. The place structure can support distinct gameplay areas within one game.

Which should you choose for your horror project?
- Pick Roblox for a standalone, scriptable game whose structure may benefit from multiple places, while planning its design around Roblox’s maturity labels and access limits.
- Pick Fortnite Creative or UEFN for an experience built within Fortnite; use UEFN when its Unreal Engine toolset is important, and plan around Fortnite’s IARC and regional rating caps.
- Before committing, decide how intense the horror will be, what devices and audience you are targeting, and whether you meet the platform’s publishing requirements.
Official platform documentation describes tools and rules, not the quality, popularity, or reception of live horror experiences on either platform. It therefore supports a workflow-based recommendation, not a claim that one platform currently has better player-made horror.
