Frostpunk 2’s documented settlement candidates range from oil and coal suppliers to research, health, storage and exploration support. They are upgrades to selected outposts—not every Frostland location can become a settlement—and the sites you find can vary by map, mode and playthrough. Here are the named options documented by the community-maintained Outposts and Settlements guide, with the strategic role of each.
How Frostland settlements work
Frostland Teams dispatched from Logistics Districts explore territories beyond the City. Successful expeditions chart territory and reveal further locations, including resource sites, outposts and landmarks. The Frostland guide describes maps as a mix of procedural content and fixed locations, so discovery is not identical on every map.
An outpost is not automatically eligible to become a settlement. The settlement guide describes upgrades at selected outposts that require a Skyway connection, population transferred from the City, Cores and Prefabs. Upgrading raises output and upkeep; settlements may also provide resistance to Whiteouts. In Story mode, the guide says the Settlement Heating research requires choosing Embrace the Frost and is unavailable after choosing Defeat the Frost. These mechanics and branches may change with updates.
Do not confuse settlements with other Frostland sites
- Settlements are permanent upgrades to eligible outposts.
- Resource outposts generally need a Trail or Skyway connection to supply the City; some resource sites have finite supplies.
- Harvesting Areas can provide food without a route back to the City.
These distinctions are described in the Frostland guide and settlement guide. A useful Frostland location is not necessarily a settlement candidate.

Named settlement sites and their roles
The table summarizes the named sites for which the community-maintained settlement guide documents settlement outcomes. It does not establish a guaranteed or exhaustive roster for every map, mode, DLC or update. The guide describes the benefits and upkeep below, but exact figures and unlock branches are patch-sensitive; check the current site entry in-game or in the guide before committing resources.

Benefits, costs and conditions in this table are qualitative summaries of the Outposts and Settlements guide, not a complete set of current numerical stats.

How to choose between available settlements
Compare the whole commitment, not just the headline benefit. A food-producing site may help with supply, while a research or disease-reduction effect serves a different City priority; storage and exploration bonuses can be valuable without adding a conventional resource stream.
- Net benefit: Set the settlement’s output or strategic effect against ongoing upkeep. Food, oil and materials consumed can change whether a nominal gain is worthwhile.
- Up-front investment: Account for the population transfer, Cores and Prefabs, as well as the route connection required for the upgrade.
- Exploration capacity: Frostland expeditions use Frostland Teams, and territory expeditions can require 10–25 teams depending on difficulty, according to the Frostland guide. Team commitment and exploration costs matter if you still need to find or reach other sites.
- Branches and links: Some settlements depend on choices or linked locations. Explore and review available conditions before choosing a route that may affect another site.
- Whiteout resilience: The settlement guide says settlements can provide Whiteout resistance. Consider that alongside production and upkeep when weighing a long-term upgrade.
Why you may not find every site
The Frostland guide says maps combine procedural content with fixed locations, while the settlement guide documents site outcomes rather than an invariant game-data roster. As a result, a named site may not appear in a particular run, and a documented branch or value may not apply across every mode or update. The sources do not verify every DLC or mode variant, so treat this as a practical list of documented options—not a guarantee that all ten will be available together.
