The walkthrough for Disa’s Plot recommends visiting the inn at night, then entering the castle offices to take the Torn Letter before returning to Brant. Game8 calls the quest time-sensitive, but the cited information does not establish a precise timer or what happens if it is missed. Treat it as worth doing promptly, without assuming a specific deadline.
The Caged Magistrate: use Brant’s key
Brant supplies a Gaol Key for the dungeon quest. A disguise may also help when entering, according to GameSpot’s guide; prepare for restricted access rather than treating it as an ordinary city visit.
