Which 3DS RPG should I play first?
Choose Fire Emblem: Awakening for deliberate map tactics
Awakening is the tactical pick if you like weighing where units stand, which weapons they use and how their classes shape their reach. Nintendo describes its combat as traditional turn-based combat requiring “both skill and strategy to complete stages successfully.” Character interactions can strengthen bonds and cooperative abilities, connecting team development to performance on the battlefield.
It is also the clearest option here for readers who want difficulty flexibility: Nintendo lists multiple settings, including a mode where fallen units are not permanently lost. The UK product page gives a release date of 19 April 2013 and identifies a Nintendo 3DS game-card edition. Nintendo: Fire Emblem: Awakening.

Choose Bravely Default for a distinctive turn economy
Bravely Default centers its turn-based battles on a choice between spending turns aggressively with Brave or taking a defensive turn-saving approach with Default. That makes turn planning itself a core decision, while jobs and abilities let you shape party roles. It suits players who enjoy balancing immediate actions against future flexibility.
Nintendo’s UK listing identifies a Nintendo 3DS Game Card edition and gives 6 December 2013 as the release date. It names Square Enix and Silicon Studio as developers. Nintendo: Bravely Default.
Choose Pokémon X/Y for collecting and developing a team
Pokémon X introduces a choice among Chespin, Fennekin and Froakie, then builds progression around battling to gain experience and strengthen Pokémon. The appeal is the combination of selecting creatures, training them and assembling a party for turn-based battles in Kalos. Nintendo’s UK page describes Pokémon X; the official support catalog lists manuals for both Pokémon X and Pokémon Y.
Nintendo gives 12 October 2013 as the UK release date for Pokémon X and lists the 3DS card format. Nintendo: Pokémon X and Nintendo’s 3DS manual catalog.

Are there good turn-based strategy games on Nintendo 3DS?
Yes. Fire Emblem: Awakening is the most direct fit in this shortlist: battles depend on map positioning, weapon choices, class range and coordination between units. If you mean a conventional RPG rather than tactical map combat, Bravely Default and Pokémon X/Y instead focus on party or creature battles.
