No—not through an established vanilla Skyrim mechanic. The available evidence for turning a child character into a vampire points to mods, and even a modded child may not be recognized by the game for every vampire function.
Can an adopted child become a vampire in vanilla Skyrim?
No vanilla method is documented in the sources available for this question. In particular, they do not establish that an adopted child can be infected through ordinary gameplay. Community posts about vampire children do not demonstrate a base-game adoption or transformation mechanic.
How mods can add vampire children
Better Playable RSChildren
The Skyrim Special Edition mod Better Playable RSChildren describes support for playable child characters and fixes related to vampirism behavior. Its description says a child character can be turned into a vampire, but also warns that the game may not recognize the character as a vampire for some functions, including feeding. A vampire appearance or transformation therefore does not guarantee that all vampire mechanics work.
Check requirements and compatibility
The mod’s requirements listing says Race Compatibility SKSE is required for version 1.3 onward and refers to human vampire children as part of the mod’s content. Before installing, check the current files and requirements against your Skyrim edition, mod version, and setup; the listing’s description is not a guarantee that every version or load order behaves identically.

Is Babette a vampire child you can adopt?
No. Community discussion describes Babette as an adult vampire whose body appears childlike, not as an adoptable child who became a vampire. That distinction matters when interpreting claims or screenshots of “vampire kids”: an adult NPC with a childlike appearance is not evidence that adopted children can be turned in unmodded Skyrim.
