But “PS4 region” can also mean a game disc’s license region or a DVD/Blu-ray’s playback region, and those are separate compatibility issues.
What “region” means on PS4
There are three different region questions, and the answer depends on which one you mean.

Can you change your PlayStation account country?
No. PlayStation’s account-region support page states, “You can’t change your account’s country/region after your account has been created.” The page’s residential-address steps show where to view the setting; they do not provide a way to edit the account’s country.
How to check the account region
- On the web: Sign in to Account Management, select Your Information, then edit Residential Address. The country/region appears at the bottom.
- In the PlayStation App: Open Play, choose Settings, open Account Information, then select Edit under Residential Address.
For the official instructions and country selector, see PlayStation’s account country/region page. PlayStation says account details should match billing information for purchases and downloading new content; Store content and services vary by country/region.

What this means for vouchers and purchases
A PlayStation Store voucher must be for the same region as the account to be redeemed. A code purchased for a different country/region will not solve an account-region mismatch, and redeeming a voucher does not change the account’s country. See PlayStation’s voucher-code troubleshooting page.
Will DLC work with a PS4 game disc from another region?
Not necessarily. PlayStation says add-ons must match the game disc’s license region and the account region. Before buying DLC, check the fine print on the game case or ask the retailer which region license the disc uses. A disc from a different market may still launch, but that does not establish that add-ons from your account’s Store will work with it.

Can you change the PS4 region to play a foreign DVD or Blu-ray?
No. PlayStation’s current guidance for error CE-35489-9 says the console’s region setting cannot be changed to play a disc. The error concerns an unsupported DVD or Blu-ray region code. Changing an account’s country is a different matter and does not resolve this disc-playback restriction.
An older PS4 safety guide for model CUH-2215A describes a DVD region-code setting that can be changed up to four times. That dated, model-specific instruction is not a general fix for a region-restricted disc and should not be taken to mean Blu-ray region compatibility can be changed. What to do if the region is wrong for what you need
- Wrong Store country on your account: The existing account’s country cannot be changed. Check your account region and billing details before purchasing or downloading content.
- Voucher says invalid or is from another country: Confirm that its Store region matches the account region; PlayStation vouchers are region-matched.
- DLC does not work with a disc game: Check the disc’s license region and confirm it matches the account region before buying add-ons.
- DVD or Blu-ray shows CE-35489-9: The console’s region setting cannot be changed to play that restricted disc; this is not an account-country issue.
