What happened at Bethesda Game Studios?
The Communications Workers of America (CWA) announced on July 19, 2024, that Microsoft had recognized the U.S. union after a majority of 241 Bethesda Game Studios developers indicated support. CWA said workers had either signed authorization cards or expressed support through an online portal; 241 is the size of the group, not a claim that every member signed a card. The listed occupations were artists, engineers, programmers and designers. CWA’s announcement called it the first “wall-to-wall” union at a Microsoft video-game studio.
The workers are represented by CWA Locals 2108 in Maryland and 6215 in Texas. CWA’s July 25 organizing update said more than 1,750 Microsoft video-game workers had CWA representation across the industry; that broader total was not a Bethesda-only figure. CWA’s update described Bethesda and World of Warcraft as the first wall-to-wall units under the union’s neutrality agreement with Microsoft.
What does “wall-to-wall” mean?
Here, “wall-to-wall” means the represented unit covers multiple kinds of work across the studio rather than just one occupational group, such as quality assurance. CWA identified artists, engineers, programmers and designers in the Bethesda unit. The phrase is a description of the unit’s breadth, not a separate legal certification category.

Was the Montreal studio part of the same recognition?
No. The July 2024 announcement said workers at Bethesda Game Studios’ Montreal location had filed for recognition with Quebec’s Labor Relations Board to be represented by CWA Canada. That was a separate process from Microsoft’s recognition of the U.S. unit. The announcement did not say the Montreal filing had been approved. CWA’s July announcement distinguishes the two developments.
How did the Microsoft neutrality agreement fit in?
In May 2024, CWA said Microsoft had extended its labor-neutrality agreement to eligible ZeniMax employees. According to CWA’s description, the agreement provides for a neutral company approach when covered workers express interest in union membership, worker communications with colleagues and union representatives, a streamlined choice process with confidentiality options, and dispute resolution. The agreement set out an organizing framework; it did not itself automatically unionize Bethesda workers.

What has the union said since recognition?
Layoffs and bargaining requests in July 2026
Windows Central reported that OneBGS, the Bethesda union, planned a “Save Our Devs” march for July 15, 2026, in response to Microsoft/Xbox layoffs. The outlet quoted the union seeking effects bargaining, preferential transfers into open roles, stronger severance, extended healthcare and recall rights. Those were union requests, not established outcomes. Windows Central’s report does not establish that Microsoft granted them.
Reported complaint concerning Canadian terminations
PC Gamer reported that OneBGS said it had filed another complaint concerning Canadian terminations and relayed the union’s account of events. That is an allegation attributed to the union, not a finding by a court or labor board. PC Gamer’s report does not establish a final outcome for the complaint.

Microsoft’s later organizational announcement
In a September 22, 2026 message to Xbox employees, Microsoft said Bethesda would expand its remit to include Obsidian, which would continue its current projects and a new Fallout project made in collaboration with Bethesda Game Studios. The message provides organizational context, but does not report a change to OneBGS’s recognition or bargaining status. Microsoft’s Xbox Wire message describes the change.

At the union launch, Senior System Designer and CWA member Mandi Parker said workers were “thrilled to get down to brass tacks and win a fair contract.” That was an expression of the union’s goal, not evidence that a contract had already been negotiated. The available reporting cited above does not establish a final OneBGS collective agreement or final outcomes for the reported complaints.
