No, not in the original Kingdom Come: Deliverance. You can ride a stolen horse temporarily, but riding it does not make it Henry’s owned mount. Community forum replies report that it will not respond to his whistle or provide the inventory and equipment functions of an owned horse.
What happens when you ride a stolen horse?
Mounting a stolen horse lets Henry ride it, but does not change its ownership. In a March 2018 discussion on the Kingdom Come: Deliverance community forum, participant Seir put it plainly: “You can’t make a stolen horse ‘yours.’” Treat this as player guidance, not an official developer statement.

The practical test is what the horse can do: forum replies distinguish an owned mount by whether it answers Henry’s whistle and provides horse inventory and equipment functions. A stolen horse does not provide those ownership features.
How can you get an owned horse instead?
The forum sources describe two supported routes: buy a horse from a stable or receive one through certain quests. They do not establish that every quest horse works the same way, so a horse encountered during a quest should not automatically be assumed to become an owned mount.

A horse found at a bandit camp is not claimable as Henry’s own simply because he takes it, according to a 2019 community forum exchange: “Steal a horse from a bandit camp”.
What about the horse from the Talmberg escape?
Older forum posts describe inconsistent behavior for the early-game horse associated with the Talmberg escape: one player said it could be ridden without whistle or baggage functions, while another reported that a patch removed that behavior. Because those accounts conflict and do not establish a dependable current method, do not rely on that horse as a way to claim a stolen mount.

Does this work differently in Kingdom Come: Deliverance 2?
Yes. Guides for Kingdom Come: Deliverance 2 describe a horse black-market handler who can sell or acquire stolen horses, including sequel-specific locations and interactions. Those instructions apply to the sequel, not the original Kingdom Come: Deliverance: see the PCGamesN guide to stolen horses in Kingdom Come: Deliverance 2 and the TheGamer guide to the sequel’s horse black market.
