How Pokémon trading works in Citra
Citra’s archived multiplayer documentation describes rooms that emulate local wireless multiplayer over the internet. In practice, both players need a compatible Pokémon game running in Citra and must join the same multiplayer room. The game’s own local wireless trading feature is then used to find the other player and complete the trade.
Which Pokémon games are documented?
Citra’s archived networking announcement specifically lists Pokémon X and Y, Pokémon Omega Ruby and Alpha Sapphire, and Pokémon Sun and Moon as games in which players could battle and trade through its local wireless server. These are documented examples, not a guarantee for every Pokémon game, game revision, or Citra build. See the archived networking announcement.

The game-side feature is consistent with the official Pokémon Y manual, which describes Link Trade through the PSS and identifies local wireless as a way to trade with nearby players: Pokémon Y manual.
What Citra trading does not mean
Citra’s archived FAQ describes local wireless support between Citra instances in multiplayer rooms. The cited documentation does not establish a direct connection between Citra and a retail 3DS, or access to Nintendo’s official online services.
