What are the best FPS games of all time? There is no objective, universal ranking: a great shooter might be historically influential, deliver a memorable solo campaign, or become a lasting competitive game. This shortlist uses those criteria to recommend eight landmark FPS games, with each pick tied to the kind of experience it offers and the contribution for which it is best known.
How to choose among the best FPS games
“Best” depends on what you want from a first-person shooter. The picks below balance historical influence and recognition with differences in campaign style, multiplayer, and combat. They are recommendations, not a shared-score ranking: the available histories and aggregated lists do not use one universal method for judging quality.

Eight essential FPS games
1. DOOM (1993) — the genre-history landmark
Start here to understand the history of the FPS. The Strong National Museum of Play says DOOM popularized the genre and calls it a game that “shaped the course of gaming history.” BAFTA’s 2025 public poll placed DOOM second among influential video games, linking it to FPS popularization and the spread of deathmatch. That poll reflects public votes on influence, not an objective score for quality.
Choose it for its historical importance and action-focused shooter design. Its place on this list rests on influence, not a claim that it is the single best FPS for every player.

2. GoldenEye 007 (1997) — local multiplayer and console design
GoldenEye 007 showed how an FPS could work as a console game and a shared-room multiplayer favorite. Xbox Wire highlights its split-screen multiplayer, varied modes, localized damage values, and stealth play. Guinness World Records reports that it sold over 8 million units; the reviewed Guinness passage does not establish a year for that figure.
Pick it for the historical console milestone and local split-screen appeal. Its reputation is about more than competition: the range of modes and stealth play gave players different ways to approach it.
3. Half-Life (1998) — campaign legacy and mod culture
Half-Life belongs on a broad all-time list both as an acclaimed FPS and as a foundation for influential modifications. Xbox Wire notes that its engine supported major mods, including Counter-Strike. That connection makes Half-Life a useful choice for players interested in how shooter communities and competitive games can grow out of a single-player release.

5. Counter-Strike / Counter-Strike 1.6 (2000) — competitive team play

6. Half-Life 2 (2004) — a wider campaign-oriented option
Half-Life 2 appears among the FPS entries in an aggregation of other critics’ lists. That makes it a useful addition for breadth, not a transparent critic score or universal verdict. It suits a list that considers acclaimed single-player shooters alongside multiplayer landmarks.
7. Call of Duty 4: Modern Warfare (2007) — contemporary military conflict
Call of Duty 4: Modern Warfare is a landmark for players interested in the modern military-shooter era. Xbox Wire describes it as a major hit and associates it with a shift in the series’ setting from World War II toward contemporary conflict. Its inclusion is about that change in setting and its multiplayer-era significance, not a claim that all players prefer military realism.

8. BioShock (2007) — narrative and immersive-shooter territory
BioShock broadens the shortlist beyond pure action and competitive play. It appears among the FPS entries in the aggregated list, which gathers placements from other lists rather than producing one direct universal ranking. Include it if you want a shooter recognized in a broader conversation about narrative and immersive play.

Why these games—and not one definitive ranking?
The evidence points to several different kinds of achievement. The Strong National Museum of Play identifies DOOM as a genre-shaping game and names GoldenEye 007, Half-Life, and Halo among those that followed in its footsteps. Xbox Wire’s genre history highlights GoldenEye’s multiplayer design, Counter-Strike’s competitive legacy, and Call of Duty 4’s contemporary setting. Guinness describes Halo’s blend of campaign, vehicles, and multiplayer. An aggregated critics’ list adds titles such as Half-Life 2 and BioShock, but aggregation does not turn its selections into a consistent quality score.
That is why this list favors comparison over false precision. A history-minded player may put DOOM first; someone looking for a competitive multiplayer game may reasonably start with Counter-Strike; a campaign seeker may prefer a different pick. The sources establish notable contributions, not a single winner.
