There is no confirmed universal best rune for Suikoden II HD Remaster. For physical attackers, Double-Beat, Double-Strike, and Fury are strong damage-focused options, each with a tradeoff. Riou’s Bright Shield Rune is the flexible support choice, pairing healing with offensive magic. These recommendations come from guides to the original Suikoden II; current remaster behavior has not been independently verified.
How to choose a rune
Start with the character’s role and available rune slots, then decide whether you value damage, survivability, action control, or spell support. A rune that suits a physical damage specialist may be a poor fit for a character you rely on to heal. The older guides do not establish that every rune can be equipped by every character or obtained early.

Konami’s official remaster features page describes the release but does not rank runes. Use classic-game descriptions as a starting point, and check the current in-game text and patch notes for exact behavior.
Best offensive runes for physical attackers

Best flexible option for Riou
Bright Shield Rune
Riou’s Bright Shield Rune combines party healing with offensive spells, making it a useful flexible choice if you want him to support the group as well as contribute magic damage. Spell availability depends on progression. The original-game guides describe this rune’s mixed role, but do not provide remaster-specific testing of its spell behavior.

Classic guides place Double-Beat among CutRabbit drops, Double-Strike in a chest in TigerMouth Pass, and Fury in a late-game chest or rare-find context. Those are original-game references; names and drop behavior may differ in the remaster localization. Verify the in-game name and current behavior before farming.

Konami’s update notices document remaster fixes, including an issue involving Medicine Rune assignment. That is a reason to consult the current game and platform patch notes rather than assume every classic interaction is unchanged; it does not establish that the offensive rune effects above were changed.
