Yes—but the answer depends on what you mean by “finish.” Emerald’s Hoenn Pokédex reward requires 200 caught entries, and Jirachi and Deoxys are optional for that goal. You cannot obtain every required Hoenn species on a lone Emerald save through normal play, so completing it requires trading. Emerald’s National Pokédex diploma and collecting all 386 Generation III species are larger, separate targets.
What counts as finishing the Pokédex in Emerald?
There are three common goals, and they do not require the same collection. PokéMaps’ completion guide reports these targets and rewards:

Can you complete the Hoenn Pokédex on one Emerald cartridge?
No. The Emerald availability reference lists seven Hoenn species that are not normally available in Emerald: Surskit, Masquerain, Meditite, Medicham, Roselia, Zangoose, and Lunatone. The guides describe the full Hoenn collection as obtainable across Ruby, Sapphire, and Emerald, apart from the optional event-only Jirachi and Deoxys. A single Emerald save therefore needs trades to fill its gaps.

The version guide specifically identifies Zangoose as a Ruby source and Lunatone as a Sapphire source; Emerald has Seviper and Solrock. The remaining listed gaps also require trading from compatible games. The exact games, saves, hardware, and trade-evolution steps available to you will affect the practical route, so owning Emerald alone is not sufficient. Do you need trading to complete the Hoenn Pokédex?
Yes, if you are starting with Emerald and want all 200 caught entries. You need trade access for species unavailable in Emerald and for any required trade evolutions. Nintendo’s description of the original Game Boy Advance release says players could use the Game Link Cable to trade and battle with Emerald, Ruby, Sapphire, FireRed, and LeafGreen. It also describes linking Emerald to Pokémon Colosseum using a Nintendo GameCube Game Boy Advance cable. Those details concern the original GBA games and equipment; they do not establish how trading works in any later rerelease. Nintendo’s Emerald product page describes that original connectivity.

Do you need Jirachi or Deoxys?
No—not for the 200-entry Hoenn reward. The completion guide treats both as optional for that target and identifies them, along with other mythical or legendary species, as part of the larger collection questions. Their historical event distributions varied by region and equipment, and the cited guides do not establish a universal current method to obtain every event Pokémon. If your goal is the ordinary Hoenn reward, do not let Jirachi or Deoxys block your progress.
