If by “skills” you mean the build choices in The Witcher, the first game calls them talents. You earn a finite number as Geralt levels up, and the available progression information indicates that the supply is not enough to max every talent.
What “skills” means in The Witcher 1
The Witcher uses a talent system for character development. Talents are organized into Bronze, Silver, and Gold tiers; the higher tiers become available as Geralt reaches higher levels. This is the first game’s system, not a description of the skill systems in later Witcher games. The Steam listing identifies the PC release as The Witcher: Enhanced Edition Director’s Cut, a single-player role-playing game developed and published by CD PROJEKT RED (Steam).
Why you cannot max every talent
A detailed Enhanced Edition walkthrough records level-based talent rewards through level 50, with no further talents from leveling after that. It describes only small Vigor-related vitality increases beyond level 50. Since the talent pool is finite and does not cover every talent’s maximum, ordinary leveling cannot produce a character with every talent maxed.
The walkthrough’s recorded rewards show how that pool changes over time:

These are level rewards recorded by that third-party walkthrough, not a separately verified point-by-point audit of every talent’s cost. They establish the progression cutoff, but not a reliable exact count of how many talents you can max or how many points short you will be.

Choose talents that support the way you want to play rather than trying to complete every branch. Since the supply is limited, spreading points across talents you do not use can leave fewer available for the abilities that matter to your build.
