In basic UNO, no: you play when it is your turn. You can play out of turn only if the instructions for your particular version provide that rule, or your group agrees to a house rule. In Jump-In UNO, for example, you may jump in with a card that matches the top discard by both color and number.
Can you jump in during basic UNO?
Not under the basic turn-taking rule. Mattel’s basic UNO instructions say that on your turn you must match the top discard by number, color or symbol. They do not give players a general right to play out of turn.
So unless your group has agreed to a house rule, wait for your turn. The fact that you hold a playable card does not by itself let you interrupt another player.
How Jump-In UNO works
Mattel’s Jump-In UNO instructions add a specific exception: if you have the exact same color-and-number card as the top discard, you may play it immediately, regardless of whose turn it is. For example, if the top card is a Blue 6, you can jump in with another Blue 6.

- Both color and number must match. Matching only the color or only the number is not enough.
- The stated condition is a number card match. The Jump-In rule does not say that an action card qualifies just because its symbol matches.
- Play resumes from the player who jumped in.
When players jump in with action cards
The Jump-In sheet also gives special handling for multiple identical cards. If a player jumps in with a Skip, Reverse, Draw Two or Wild Draw Four, a second identical card played cancels the first; normal UNO rules then apply, starting with the player who played the second card. These details belong to the Jump-In ruleset, not to basic UNO generally.
When two players have matching cards
If two players want to play matching cards, the Jump-In instructions say to play them one at a time. That leaves another player the opportunity to jump in between them.

How UNO Party’s Speed Play differs
UNO Party has a separate out-of-turn rule called Speed Play. Its instructions allow a player to play a number card that matches both the number and color of the top discard. Play then continues from the player who played out of turn.
Timing matters: if the player whose turn it is plays first, the Speed Play opportunity is gone. This is an UNO Party rule, not a rule that applies to every UNO deck.

Check the instruction sheet for the edition you are playing: the out-of-turn exception depends on the ruleset. Mattel’s UNO product listing identifies a card game, but that alone does not establish that a particular deck includes Jump-In rules.
