Yes. You can shiny hunt your starter in Pokémon Omega Ruby by saving before the selection, checking the Pokémon you receive, and soft resetting if it is not shiny. The ORAS Wiki guide reports base odds of 1 in 4,096 per attempt; that is a guide-reported figure, not an official Nintendo statement.
How to soft reset for a shiny starter
- Save your game before interacting with the starter choice, as close to the selection as possible.
- Choose a starter and check its appearance to see whether it is shiny.
- If it is not shiny, soft reset and repeat the selection. The ORAS Wiki guide gives L+R+Start/Select as the reset combination; the exact controls may depend on your device and setup.
Resetting gives you another opportunity, but it does not guarantee a shiny within a particular number of attempts. Decide whether you are willing to keep repeating the process or would rather begin the story with the first starter you receive.
What are the shiny starter odds?
The ORAS Wiki guide reports a base shiny rate of 1 in 4,096 (0.024%) for Omega Ruby and Alpha Sapphire. The guide does not establish that this specific starter selection receives different odds, so treat 1 in 4,096 as the commonly reported base rate rather than an official, starter-specific figure. ORAS Wiki shiny guide
The guide discusses Shiny Charm effects for other encounter categories, but it does not clearly establish whether the charm changes starter-selection odds. Do not rely on it to improve your odds for this hunt.
