Yes. Librarian villagers can sell enchanted books, and Protection is listed for Plains librarians in an official experimental trade list for Minecraft Bedrock Preview. That list is not a rule for every world: whether it applies depends on your edition, version, and whether Villager Trade Rebalance is enabled.
Which villager sells Protection?
Look for a librarian: librarians are the villagers who trade enchanted books for emeralds, according to Microsoft Learn. In Bedrock Preview 1.20.30.20, the experimental Villager Trade Rebalance list includes Protection among the enchanted books offered by Plains librarians (official Preview notes).
This establishes Protection as an experimental Plains-librarian trade in that Preview context. It does not establish that every librarian, edition, or ordinary world will offer Protection.
Does the trade rebalance apply to your world?
Java Edition
Java Edition 1.20.2 introduced Villager Trade Rebalance as an experiment in the Experiments screen. Its release notes explain that, when enabled, librarians from different biomes sell different enchanted books; each village biome has a special enchantment available from a fully experienced Master librarian, and some enchantments are removed from village trading. The notes also state, “This experiment has no effect on normal worlds.” See the Java 1.20.2 release notes.

Bedrock Edition
Bedrock 1.20.30 likewise requires players to enable experimental librarian and Wandering Trader changes in the Experiments menu. Its update notes say the changes were not final in that update: “These changes are not yet final, and they will stay as experimental features while we continue to work on them.” The Protection entry in Preview 1.20.30.20 is evidence for that experimental Preview, not proof that all current Bedrock worlds use those trades. See the Bedrock 1.20.30 update notes.
What level and price should you expect?
The cited official sources do not establish one Protection level, librarian tier, or emerald price that applies across current editions and configurations. In particular, the experimental trade listing does not justify assuming a universal Protection IV book or fixed cost. Check the offer shown by the librarian in your own world.

How else can you get Protection onto gear?
If you do not want to rely on villager trades, Minecraft also documents enchanting tables and anvils as ways to enchant items or use enchanted books. For the anvil route, you need an appropriate enchanted book; the librarian is one possible source, not the only mechanic involved. The general mechanics are described in Microsoft Learn’s enchanted-books guide.
