That case is persuasive if you want a more chaptered strategy game; it may be less so if Civilization VI’s continuous empire-building is what you value most.
What Civilization VII changes—and what it is trying to fix
Civilization VII replaces the series’ familiar single-civilization-through-history campaign with three major stages: Antiquity, Exploration, and Modern. All players advance to the next Age together. You keep your leader, choose a new civilization for the next stage, and carry forward selected legacies and investments.
Firaxis creative director Ed Beach describes Ages as discrete playable chapters, intended to make each civilization’s strengths matter at a relevant point in the campaign. The studio also says the structure responds to problems it saw in Civilization VI: early leads could snowball into hard-to-reverse advantages, while expanding empires could generate more city, unit, and action management than players wanted. Those are Firaxis’s design goals, not proof that every player will find the result better. Firaxis’s Ages developer diary explains the rationale.
A campaign in three chapters
The Age transition is the redesign’s defining trade-off. Instead of asking one civilization and its advantages to stay relevant from the ancient world through the modern era, the game lets you change civilizations while retaining your leader and selected carryover elements. It gives the campaign a clearer sense of progression, but it also makes historical continuity less literal: your chosen civilization does not simply remain the same through the whole game.

The completion statistic behind the redesign
In the diary, Firaxis says that “more than half of the Civilization VI players have never finished a single campaign!” The cited passage does not provide a methodology, so treat this as the studio’s reported figure and motivation—not as an independently validated statistic. The developer diary connects the Age structure to the goal of keeping the later portions of a campaign engaging.
Does the overhaul work in play?
Axon’s review makes a case for the redesign rather than claiming it will suit every longtime fan. He sees the Age structure as a way to address campaigns that can drag as empires grow and as an early advantage makes later choices feel less important. He also points to city planning that lets later-age buildings replace earlier-age structures, reducing the burden of treating every previous building choice as permanent.

The value of those changes depends on what you want from Civilization. If you welcome distinct campaign chapters, a new strategic context at each transition, and less accumulated management, the redesign directly targets those preferences. If you prize the continuity of carrying one civilization through history, or enjoy mastering a stable set of late-game systems, changing civilizations may feel like a loss rather than a solution.
Who should weigh this review’s perspective carefully?
Axon explicitly distinguishes his viewpoint from that of some highly dedicated players: “If VI was your favorite Civ game, if you always play on Deity, or if you’re a hardcore player who plays 5,000 hours a year, just know that I’m coming at this from a different place than you are.” That caveat is important. His positive view of a more legible, less burdensome campaign is one perspective, not a universal verdict on how well the game serves Deity players, series specialists, or fans of Civilization VI’s particular systems. What the launch-era multiplayer criticism means
Axon also criticized multiplayer as feature-light at launch. That observation describes the release version he reviewed, not necessarily the game as it stands now. Firaxis’s March 4, 2025 update said PC-console crossplay had been restored, and official notes document changes after release. Verdict: a stronger fit for players who want a fresh campaign rhythm
Civilization VII’s biggest idea is also its biggest departure: each Age resets part of the strategic context without erasing every earlier decision. That gives Firaxis a credible way to confront late-game sprawl and diminishing stakes, while asking fans to accept less continuous civilization identity. Axon’s February 2025 review is most useful as an argument for that trade—not as a guarantee that the redesign will satisfy players whose favorite part of Civ is mastering a long, uninterrupted empire.
