The GameCube edition of TimeSplitters 2 lets you add computer-controlled Bots to multiplayer Arcade games. You can choose or customize a Bot Set, assign teams, and set Bot skill. That is documented for GameCube; the available PlayStation and Xbox listings do not establish whether their releases have the same feature.
How Bots work in GameCube multiplayer
The English GameCube manual calls a group of Bots a “Bot Set” and defines Bots as computer-controlled characters. In the Arcade setup screen, you can select a preset or customize a set, assign teams, adjust skill from one to five stars, and tick Bots to include them in the match. The manual notes that the skill setting is subject to the game’s Character Abilities condition.

The manual’s instructions describe adding Bots to Arcade games. They do not establish that Bots can join online matches.

The GameCube manual does not settle Bot behavior on every original platform or later re-release. If you are choosing a version specifically to play with Bots, check the Arcade setup in that exact release rather than assuming the GameCube instructions apply.
