No. Suspending a card is not casting it: the card is exiled from your hand with time counters, and the actual cast can happen later when suspend’s final-counter trigger resolves. That later cast—not the original suspend action—is what “when you cast” abilities see.
What happens when you suspend a card?
Suspend involves separate game events. First, its static ability lets you exile a card from your hand with the specified number of time counters by paying its suspend cost. Then, at the beginning of each of your upkeeps, a triggered ability removes a time counter. When the last counter is removed, another triggered ability gives you the option to cast the card as that ability resolves.
Wizards of the Coast’s Murders at Karlov Manor Release Notes document a rules change: you are no longer required to cast the suspended card when that second triggered ability resolves. The card’s eventual cast is optional.
Does suspending trigger “when you cast” abilities?
No. The initial suspend action exiles a card; it does not cast a spell. A “when you cast” ability does not trigger just because you suspend a card. If you later choose to cast it when the final-counter trigger resolves, that later event is a cast and can trigger relevant abilities.

Can an opponent respond to you suspending a card?
Not to the act of exiling the card with suspend as though it were a spell on the stack. Wizards’ Doctor Who Release Notes state: “Exiling a card with suspend isn’t casting that card. This action doesn’t use the stack and can’t be responded to.” This describes the initial exile action, not every later event connected to suspend.
The counter-removal and final-counter abilities are triggered abilities. When the ability that gives you permission to cast the card resolves, you may cast it; once cast, the card is a spell and can be interacted with under the usual rules for spells.

When are targets chosen?
Targets are chosen when you actually cast the suspended card, not when you exile it with suspend. If the card is a spell that requires targets, choose them as part of casting it after the final-counter ability resolves and you decide to cast.
What if the final-counter trigger is countered?
If the triggered ability that would let you cast the card is countered, you do not cast it. The card remains in exile without time counters and is no longer suspended.

How does casting a suspended card without paying its mana cost work?
The suspend permission lets you cast the card without paying its mana cost. That does not let you choose a different alternative cost, though additional costs may still apply. If the card’s mana cost contains {X}, X is zero when you cast it this way. Its mana value is still determined by its mana cost, not by the amount of mana paid.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. At what time can you suspend a card?
You may suspend a card only at a time you could cast it, taking the card’s type and any effects that modify or prohibit casting into account. Suspending it is still not a cast; this timing restriction governs when you may take the suspend action.
