No. In the original Game Boy Pokémon Red Version, one ordinary copy does not provide a way to catch every Pokémon in the original Kanto Pokédex. The 151-entry total covers the original games collectively, not the Pokémon available in a single Red version. Completing the wider set normally requires trading with another version; Mew is a special case involving past events or glitches.
What does the 151-Pokémon count mean?
The original Kanto Pokédex has 151 entries, but that number describes the scope of the Pokédex across the original games. It does not mean that all 151 are available to catch in one ordinary copy of Pokémon Red. Pokémon Database lists 151 entries for the original Red, Blue, and Yellow Pokédex, while Serebii describes the catchable total across Red and Blue together as 151 (Serebii’s Red and Blue Pokémon list; Pokémon Database’s Red, Blue, and Yellow Pokédex).

Why can’t one copy of Red provide the full set?
Red and Blue have version-specific Pokémon, so some entries require access to the paired version and a trade. There are also choices within a playthrough that prevent collecting both alternatives in that copy:
- Fossil Pokémon: you choose Omanyte or Kabuto.
- Fighting-type reward: you choose Hitmonchan or Hitmonlee.
Serebii identifies these version differences and choices as reasons trading is needed to complete the collection. You can trade with another player or use a second compatible game and system; the key is that a single ordinary Red playthrough does not provide both sides of every choice.

What about Mew?
Mew is not a routine wild encounter in the original games. Serebii says the 151st entry was available through official events that have long since ended, or through glitches in the games. Those are special acquisition routes, not ordinary catching during a standard playthrough. The event statement describes the original distribution context; it does not establish availability on every later release or platform.

This answer concerns the original Game Boy Pokémon Red Version, not the character Red in another game or story. Serebii notes that the 2016 Virtual Console release supported wireless communication among same-language versions of Green, Red, Blue, and Yellow. That detail explains how trading worked for that specific release, but does not confirm current storefront availability (Serebii).

So the practical distinction is straightforward: collecting the Pokémon available in one Red version is not the same as completing all 151 Kanto entries. The latter normally involves trades, and Mew requires a special event or glitch route in the original games.
