In Pokémon games that use hail, Blizzard bypasses the normal accuracy check. In Generation IX, the weather is called snow, and Blizzard also bypasses accuracy checks during snow. This is not a boost to Blizzard’s base accuracy stat.
What hail does to Blizzard
Blizzard’s ordinary accuracy is listed as 70% by Pokémon Database. In games with hail, the move ignores accuracy checks while that weather is active, rather than having its underlying accuracy stat increased. That means the usual accuracy calculation does not determine whether Blizzard hits.
Generation IX uses snow instead of hail
In Pokémon Scarlet and Violet, the relevant weather is snow, not hail. Bulbapedia’s Blizzard reference states that Blizzard bypasses accuracy checks during snow, with an important exception: it can still fail if the target is in a semi-invulnerable turn, such as while using Dig or Fly. Blizzard is available as TM143 in Scarlet and Violet, according to Pokémon Database’s TM list.
