Historically, yes: Citra emulated Nintendo 3DS local-wireless multiplayer over the internet by connecting separate Citra instances through rooms. That was not Nintendo Network play, and Citra’s documented room setup was for emulator users—not for pairing Citra with a physical 3DS. Nintendo ended online play and other online communication for 3DS software on April 9, 2024. Whether Citra’s own public-room listing and authentication services currently work is not established by the available documentation.
What Citra multiplayer means
Citra’s archived feature guide describes multiplayer as emulating local wireless over the internet: each player runs Citra, and the game’s wireless communication is carried through a room. Citra’s archived FAQ distinguishes networked local Wi-Fi from Nintendo-server connectivity: it says Citra supports the former, not connections to Nintendo’s servers. How Nintendo’s 3DS online shutdown affects the answer
Nintendo ended online play and other functionality using online communication for Nintendo 3DS and Wii U software on April 9, 2024. Nintendo says offline modes remain available, and that StreetPass remains because it uses local communication. Citra’s multiplayer page is an archive of the official site dated March 4, 2024. It explains the feature and gives room instructions as they existed then, but the documentation does not confirm that public-room browsing or authentication works now. So the reliable answer is that Citra historically supported emulator-to-emulator multiplayer; do not assume its public lobby is currently operational.
What the archived setup involved
The archived guide describes joining through a public room browser or hosting a room from the interface. These are historical directions, not confirmation that the same screens or services are available in a current build. Archived Citra multiplayer guide
Hosting and network configuration
According to the archived FAQ, the host’s computer runs the room server. If players are on different networks, the host may need to forward the room port on their router. The FAQ also warns against using save states before connecting: they can cause the game to appear as “Not playing a game.” Citra FAQ
Download Play
The archived FAQ says some Download Play features can work in Citra, but require additional system files and settings, with both players following the instructions. This is a Citra-specific statement. Nintendo’s Download Play overview describes the feature on Nintendo systems—wireless multiplayer in some games without each player needing a separate copy—but it does not verify Citra compatibility. What about Azahar?
Azahar describes itself as an actively developed community project continuing Citra’s legacy. That establishes its stated relationship to Citra, not whether a particular Azahar version supports multiplayer in a specific way or whether Citra’s public-room services work.
