The available official announcement does not identify the specific Ghost War changes, so an exact list of PvP fixes cannot be confirmed from it. The update is historical, not the game’s latest patch today.
What did Title Update 1.03 change in Ghost War?
Ubisoft’s November 14, 2019 video description dates Title Update 1.03 to November 12 and characterizes it broadly as bringing community-requested improvements. It does not enumerate Ghost War-specific changes. Ubisoft’s update video therefore confirms the update and its general framing, but not which PvP mechanics, maps, classes, weapons, or bugs it changed.

Do not treat general Breakpoint fixes mentioned elsewhere as Ghost War fixes: the available information does not establish that changes involving drone deployment, firing rate, night-vision crosshairs, or mission notifications applied to this mode.
Why might the update appear as 1.04 on console?
Ubisoft’s title-update label is 1.0.3 (also written 1.03). A secondary search result reports that the corresponding console update appeared as 1.04. That discrepancy is a reported platform-label difference, not evidence of a separate Ghost War patch or a different list of changes. The secondary update listing is the basis for the console numbering caveat; the official title-update label is the clearest reference for the November 12 release.

What Ghost War was at launch
Ghost War was Breakpoint’s class-based 4v4 PvP mode, connected to the player’s campaign Ghost and progression. Ubisoft’s 2019 launch preview described two modes—Elimination and Sabotage—and six maps. It also explained that PvP-specific tuning was intended to keep fights fair even though characters carried shared progression into the mode. These are launch-design details, not confirmed additions or changes in Title Update 1.03. Ubisoft’s Ghost War preview.
Access and progression
Ubisoft Help says players can enter Ghost War from the Ghost War tab, the Objectives Board, or Sgt. Brown in Erewhon. Gear level is disabled in the mode, while character and class upgrades remain available; points determine the weapons, gear, and currency players receive over time. Those mechanics describe how the mode works, not what the November patch changed. Ubisoft Help: accessing Ghost War.

Is 1.03 the latest Breakpoint patch?
No. Title Update 1.03 is a November 2019 update, so it should not be described as the latest patch today. The available evidence establishes its release date and broad purpose, but does not provide a verified account of its Ghost War-specific patch notes or establish a current latest-version number.
Breakpoint launched on October 4, 2019 for PlayStation 4, Xbox One, and PC, with Stadia planned to follow. That launch information identifies the original platforms; it does not verify current availability or support. Ubisoft’s launch announcement.
