No—not as a wall covering for open-air island spaces. In Animal Crossing: New Horizons, wallpaper belongs to room interiors. For outdoor decorating, use placeable furniture, greenery, and other decorative items instead. An outdoor-looking wallpaper can create a scenic effect inside a room, but it does not turn an island area into a wallpapered space.
Where wallpaper works
Wallpaper is used on the walls of a player’s house, so its role is tied to rooms rather than open-air locations. Nintendo’s descriptions likewise distinguish designing room interiors from working on gardens and exteriors. Nookipedia’s wallpaper reference describes wallpaper as an item applied to house walls.
If a wallpaper depicts an outdoor scene, treat it as an indoor design effect: it can make a room feel as though it has a view outside, but it is still being used on an interior wall.
How to decorate an outdoor area instead
For an open-air island location, decorate with eligible placeable items. Nintendo describes island customization with greenery, furniture, and decorative items that can be placed inside and outside, and notes that items can be crafted at Tom Nook’s workbench. What Happy Home Paradise changes
The Happy Home Paradise DLC adds design work for vacation homes, including interiors, exteriors, yards, and weather. Nintendo also describes room interiors and gardens and exteriors as distinct design activities. Those features expand what players can design, but they do not establish wallpaper placement in open-air island locations.
Design options acquired while working on the archipelago can become available for use on the player’s island, according to Nintendo’s Happy Home Paradise product description. The DLC is an addition to New Horizons, not a change to wallpaper’s room-based use. Nintendo’s Happy Home Paradise and Version 2.0.0 FAQ states that the full New Horizons game is needed to play the DLC.
