It offered manual power and display adjustments, per-game profiles, system toggles, hotkeys and game launching. The project’s GitHub repository now labels HCP obsolete and points users to Handheld Hardware Tools; the available documentation does not establish the successor’s current version or maintenance status.
What Handheld Control Panel was
HCP was software, not a handheld console or a hardware upgrade. Project SBC presented it as a way to bring controls that can be scattered across device utilities and Windows settings into a single interface. The project’s README describes a Windows-only tool aimed at portable gaming PCs.
The announcement matching this topic appeared on HotHardware on 4 May 2023. At the time, the pitch addressed a gap between the integrated software experience of the Steam Deck and the controls available on competing Windows handhelds such as Aya Neo and GPD devices. That is historical context, not a claim about the present state of those products.
What the utility could control
Power and performance settings
On supported AMD 4000-series and newer devices, HCP documented controls for TDP, maximum CPU clock, maximum CPU core count, EPP and GPU clock. These were manual settings exposed through the utility. The documentation does not establish that HCP used an automatic tuning algorithm to choose settings for a game.

Display, system and overlay controls
Display options included resolution, refresh rate and scaling. The interface also offered brightness, volume and mute controls, plus Wi-Fi and Bluetooth toggles. HCP integrated with RTSS for frame-rate limiting and on-screen displays.
Profiles, hotkeys and game launching
Users could rearrange or disable controls on the home page, assign hotkeys, use a controller as a mouse and keyboard, and launch games from services including Steam, Epic Games, Battle.net, Origin, GOG and Rockstar Games.

Profiles could be applied when a game was launched through HCP or detected automatically. There was an important difference: according to the README, display changes would not be applied when a game was detected automatically. Launching the game through HCP could apply profiles that included display changes.
Compatibility depended on the device and feature
The project listed Aya, One Netbook and GPD devices as compatible with most features, while restricting fan control to specified newer devices. It also listed the Steam Deck, but warned that some features might not work because of its controller implementation; fan control was unavailable there.

The README additionally named the Anbernic Win600 and many Intel and AMD laptops or mini PCs, with limitations such as unavailable fan support for those categories. These are compatibility claims made by the project, not independent tests or guarantees for every model. Check the project documentation for its device-specific caveats rather than assuming every listed control works on every supported machine.
HCP’s release history and present status
The official release history lists HCP 1.0.0.0 as released on 28 May 2023. Its notes include fixes for a potential dispatcher disposal issue, RTSS hook DLL handling when installed somewhere other than the C: drive, splash-screen behavior, deletion prompts and a default profile issue. That dated release should not be treated as evidence that this is the current version.

The repository now prominently says that HCP is obsolete and directs readers to Handheld Hardware Tools as the author’s latest tool. That establishes the project’s stated status for HCP; it does not, by itself, establish how actively the successor is maintained or what version it is currently on.

The project provides HCP “AS IS,” without warranty, and warns that misuse could cause system instability or malfunction. Settings that affect power, clocks or other low-level behavior should be changed only with an understanding of their effects and the device’s limits.

The README also documents a registry-setting workaround for a particular Intel system scenario on Windows 11 version 22H2 that requires a restart. It is not a general Windows fix: do not apply it to other configurations without confirming the relevant project instructions and understanding the registry change.
What to check before choosing a control utility
If you are weighing HCP against another handheld-control application, a fair comparison depends on current documentation for your exact device and Windows setup. Useful points to verify include:
- Whether the utility supports your device and operating system, and which features are actually available on that model.
- Whether it exposes the manual power controls, display settings and fan controls you need.
- How it handles per-game profiles, controller input, hotkeys and game launching.
- Whether profiles apply when games are detected automatically or only when launched through the utility.
- Whether the project is still maintained and what its current documentation says about compatibility and risk.
The available HCP documentation does not establish a current feature-by-feature comparison with Motion Assistant, OneXConsole, Handheld Companion or Handheld Hardware Tools, nor does it show that HCP offered the same kind of automatic tuning behavior some readers may expect from competing utilities.
