Hearts of Iron IV Review: Is the WWII Strategy Game Worth Playing?

Hearts of Iron IV puts you in command of a WWII nation. Here’s how to interpret its Steam player rating and decide whether its changing DLC catalog suits you.

Hearts of Iron IV is a World War II grand strategy game about directing a nation through a global conflict—not a tactical action game. Steam’s English-language user reviews were “Very Positive,” at about 90% positive in the snapshot checked on October 8, 2026. That is a useful but changeable player signal, not a critic score or a guarantee that the game will suit you. The main buying question is whether its national-scale strategy appeals to you, and whether you want any of the separately sold expansions.

What kind of game is Hearts of Iron IV?

In Hearts of Iron IV, you take command of a nation during World War II and make decisions at the national level. Steam describes it as a strategy game in which you can lead any nation in the conflict; Paradox characterizes it as a grand strategy war game set around the Second World War. Expect the appeal to come from managing a country’s war effort and strategic direction, rather than controlling a single soldier in an action game.

That broad premise is the clearest reason to consider it: the game puts the player in charge of a nation, and its setting gives that responsibility a defined historical frame. The available evidence does not establish how accessible its tutorial is, how well it performs on a particular PC, or how balanced or usable it feels in play, so those points should not be inferred from its store rating. What do players think of Hearts of Iron IV?

In the October 8, 2026 snapshot, Steam labeled the game’s English-language user reviews “Very Positive,” with roughly 90% positive. Steam’s live review totals and rating can change, so this is a dated platform reading rather than an enduring score. It is also user-review sentiment, not a professional critics’ aggregate.

Steam notes that the product has experienced periods of off-topic review activity. That is a reason to read the rating with context, not to discard it outright: the percentage offers a broad view of the reviews Steam counts, while the platform’s warning and individual reviews show why it cannot tell every prospective player what they will enjoy. Steam’s store page displays the review summary and its qualification.

Is the DLC worth buying?

There is no single DLC purchase that can be recommended to everyone on the evidence available. Steam lists a broad, changing catalog that includes expansions, country packs, cosmetic packs, music, a DLC subscription and bundles. What matters is whether a specific add-on changes the nations or mechanics you want to explore, and whether its current price and bundle availability make sense for you. Check the live catalog before buying rather than relying on a fixed “complete game” price or assuming every listed item is necessary.

The named expansion No Compromise, No Surrender illustrates why the details matter. In a November 20, 2025 announcement, Paradox said it adds focus trees for Japan, Nationalist China, Communist China and the Philippines, alongside military doctrines and faction mechanics intended to enhance replayability. Those are expansion features, not claims about what the base game includes. If those countries or mechanics are central to the campaigns you want, the expansion is more directly relevant than a cosmetic or music pack; otherwise, the announcement alone is not a reason to buy it. Paradox’s announcement details the expansion, and Steam’s DLC catalog shows current listings and bundles.

How much does the DLC catalog change the value?

One Steam reviewer, writing on July 14, 2025, criticized the cumulative cost of DLC, saying that releasing content as add-ons “massively bloating the cost of the complete experience.” That is one person’s dated opinion, not a representative survey or a verified calculation of what a complete collection costs. It does identify a practical concern: the total can depend on which add-ons you choose and what the store currently bundles or discounts.

The dated Steam Community review is an example of a buyer’s concern, while the live Steam DLC listings are the place to confirm current contents and prices.

Who should consider Hearts of Iron IV?

  • Consider it if you want a strategy game centered on directing a nation in World War II and are interested in grand strategy rather than tactical action.
  • Look closely at the add-ons if your interest depends on particular countries or mechanics; an expansion may be relevant, but its features should not be mistaken for base-game content.
  • Be cautious about buying a bundle blindly if you are trying to control the total cost. The catalog changes, and one player’s complaint about cumulative DLC expense does not establish what you personally need to buy.
