That reading comes from the order’s wording; it is not a confirmed statement of Arrowhead’s intent.
What the Major Order asks players to do
Order #1249406358, issued October 6, 2026, sets two tasks: “Liberate Senge 23” and “Eradicate 400,000,000 Illuminate.” Its full description says the objectives are to be completed “in order to televise broadcasts of the sector’s pacification.” Helldivers Stats’ Major Order archive records that wording and the order details.

The archive is an independent source, not an official Arrowhead page. It says its data comes from Steam and Super Earth War Department telemetry, so its progress figures are best treated as a snapshot rather than a live guarantee.
Why the order reads like a moral dilemma
The joke lies in the gap between the means and the message. Players are told to kill hundreds of millions of Illuminate and seize a planet, then present the result as pacification. It is propaganda logic rendered as a mission brief: violence produces the footage that is supposed to demonstrate peace.

That makes the order a darkly funny moral contradiction, rather than evidence that the game has supplied a genuine choice between morally distinct outcomes. The available order text establishes its objectives and stated purpose, but not a specific developer explanation of the joke or a downstream story consequence.
Is the order still active, and what is the reward?
At the time of the archive snapshot, the Illuminate quota was complete and Senge 23 was 92.1% liberated, with 35,233 divers shown on the planet. The archive listed one of the two tasks as complete and a reward of 35 medals for completing the order. These are time-sensitive figures: progress and active status can change during the event, so check the in-game Major Order before acting on them.

How it fits Helldivers 2’s live war
The order sits within a campaign structure designed to make the Galactic War feel ongoing. In a September 25, 2026 Steam announcement, Arrowhead creative director Mikael Eriksson described the goal as “a future where the Galactic War is this interesting and dynamic every day, and felt inside and out of the game.” He also said campaign phases, the length of live content, and the Game Masters’ room to react affect how the community influences endings.
That broader context helps explain why a Major Order can serve as both a gameplay objective and a piece of live narrative. It does not establish that completing the Senge 23 order triggers any particular outcome.
