Open your Steam Library in the desktop app

Launch the Steam application and sign in to the account where your games are registered.

Select Library in the client. Steam says this opens a listing of games registered to that Steam account: Steam Support: Information for New Users.

Wrong account: Confirm that Steam is signed in to the account that owns the game.

A filter is hiding it: Review the Library filters and clear any that exclude the game.

Hidden Games: In the client, select View > Hidden Games. To restore a title to the regular Library view, right-click it, choose Manage, then Remove from Hidden.
For a recent purchase, check the receipt and purchase history. If the purchase completed, Steam advises signing out of the client and signing back in. See Steam Support’s guidance for games that are missing from your Library.

Can you open your Steam Library in a browser?
Steam Support also describes remote Library management through the account’s Games page: sign in to Steam, open your profile’s Games page, then select All Games. This is a web route for managing the Library remotely, rather than the desktop client’s Library tab. To manage remote installations, the Steam client must remain running on the home PC or Mac. Steam recommends using the feature on a private, secured computer. Details are in Steam Support: Remote Downloads.

You can add a non-Steam game as a shortcut in the client, but doing so does not enable Steam updates for that game or establish that it is owned by your Steam account. See Steam Support: Add a Non-Steam Game to My Library.
