What you need before attracting tourists
Tourism is a feature of the Tourist Season expansion, which adds tourists as an Old World resident tier, along with hotels, restaurants, cafés, bars, a bus network, and the Iron Tower. Ubisoft describes tourists as staying overnight in Old World hotels. The DLC requires the base game.

The unlock sequence begins with the Public Mooring. Ubisoft identifies upgrading it as the basis for attracting tourists; the Anno 1800 Wiki reports that the upgrade becomes available at 500 Engineers. Treat that threshold as community-sourced, since the official developer material cited here does not give the number.
Set up the Tourist Mooring and bus network
- Upgrade the Public Mooring. Once the reported 500-Engineer threshold is reached, upgrade the Public Mooring to a Tourist Mooring.
- Anchor the bus network. Place a bus stop within reach of the Tourist Mooring.
- Connect hotels and destinations. Chain connected bus stops to your hotels and tourist buildings, such as museums and zoos. A stop near a building is not enough if it is disconnected from the network.
Hotels need access to the bus network, and some venue-based needs also depend on how close the venue is to a hotel. The community wiki reports full fulfillment of some building-based needs at up to 30 tiles over dirt roads or 45 tiles over paved streets. These are community-maintained figures and may lag game patches; road type and network routing affect the result.

Meet hotel needs to grow the tourist population
Hotels gain access to needs in stages as the tourist population grows. The listed progression includes the Tourist Mooring, Bread, Variety Theatre, Restaurant, Jam, Café, Shampoo, Bar, and The Iron Tower. Goods needs require supplying the relevant products; venue needs require suitable buildings and bus access. Later needs unlock at higher tourist counts, so not every hotel need is available from the start.
Check an individual hotel’s needs panel to see which requirements are unmet and which population milestone unlocks next. Ubisoft Blue Byte states that a hotel can house up to 500 tourists; that is the stated capacity, not a guarantee that the hotel will fill without its needs being met.

Choose a layout that fits your island
There is no single required island layout. A compact cluster of hotels and venues can make proximity easier to manage, while a longer network can serve destinations spread across the city if its stops remain connected. Plan around the needs you want to satisfy:
- Goods-based needs: provide the required goods and account for the production chains they add to your island.
- Venue-based needs: reserve space for the attractions and connect them by bus; keep them close enough to hotels for the relevant need to fill.
- Network coverage: include the Tourist Mooring, hotels, and destinations in a continuous bus network. Globally connected landmarks and ordinary venue-based needs do not necessarily follow the same proximity rules.
Troubleshoot an unfulfilled hotel need
- Open the hotel’s needs panel and identify the specific unmet need.
- For a goods need, check that the required good is being supplied.
- For a venue need, verify that the venue has bus-network access and that the hotel is close enough for the need to receive full fulfillment.
- Check that stops between the Tourist Mooring, hotel, and destination form a connected network. Add or reposition stops, or move the venue closer if needed.
If the hotel shows weak venue fulfillment despite a connected network, review stop placement and road type rather than assuming that any nearby stop is sufficient.
