Steam uses your Steam Wallet balance first by default. If it does not cover the purchase total, checkout lets you choose an available payment method for the rest. The options depend on your store region and currency, and Steam may ask for billing details even when you pay with Wallet funds.
How Steam checkout works
- Add the item to your cart and continue to checkout. Before submitting, check the payment method shown on the confirmation screen. Steam says it tries to use your Wallet funds first by default; change the selected method there if you do not want to spend that balance.
- Enter billing information if prompted. Steam may request your name and physical address for a Wallet payment or another method. It says location information helps determine where a sale is sourced for EU requirements and calculate applicable US or Canadian sales tax.
- Choose a method for any amount your Wallet does not cover. Steam displays the methods available for your account’s current region during checkout. You can review the receipt and purchase history afterward; Steam Support can also provide receipts to view or print.

Why did Steam use my Wallet balance?
Wallet funds are spent first unless you select another payment choice at confirmation. If your balance is smaller than the total, Steam applies it toward the purchase and asks you to pay the remainder with another available method. Check the final payment summary before placing the order if you want to preserve your balance.
Which payment methods does Steam accept?
There is no single payment-method list that applies everywhere. Options shown at checkout depend on your region and currency. For example, Steam’s Wallet and payment support page says PayPal transactions are unavailable in currencies other than EUR, CAD, GBP, JPY, AUD, and USD following a processor change Valve was notified of in early July 2025. Steam said restoration timing was uncertain, so rely on the methods actually offered at your checkout rather than assuming PayPal or another option is available.

Currency, store country, and payment method need to align in some cases. If a purchase is declined, Steam recommends using a payment method that matches your current store country and disabling proxy or VPN software while troubleshooting, as described in its purchase troubleshooting guidance.
Why does Steam ask for billing information?
A billing-information prompt does not necessarily mean you selected a card or other external method. Steam says it may request billing details whether you are paying with Steam Wallet funds or a local payment method. The information helps establish the sale’s location for EU requirements and supports US and Canadian tax calculations; tax reporting follows local requirements.

What to do when a Steam payment fails
A failed purchase can still appear as pending at your bank. Steam says it does not collect money for a transaction it declines, but a bank may place a temporary authorization hold while address verification or card-security checks fail. The bank, not Steam, controls when that hold disappears; Steam says release can take up to 30 days in some cases.
- Check the billing details. Confirm the billing address and card information are accurate.
- Try the other Steam interface. If the client failed, try purchasing on the Steam website; if the website failed, try the client.
- Disable a VPN or proxy. Also confirm that the payment method matches your current store country.
- Contact Steam Support if the error persists. Use the purchase-issues path and include the exact error message.

How Steam refunds work
For games and software, Steam’s general refund policy says purchases are usually eligible when requested within 14 days and with less than two hours of playtime. The policy, last updated April 23, 2024, has separate rules for DLC, in-game purchases, subscriptions, hardware, bundles, gifts, and other content, so check the relevant section for your purchase type. Steam says an approved refund is generally issued within a week.
Steam usually sends an eligible refund to the original payment method when that method and country support refunds. If it cannot return the money that way, it credits your Steam Wallet instead. Steam Wallet funds purchased on Steam have a separate rule: you can request a refund within 14 days if none of those funds have been used. Wallet funds cannot be transferred or gifted to another Steam account. See Steam’s Steam Wallet support page.

Redeeming a Steam Wallet code adds funds to your balance, which checkout generally spends first. Steam says physical gift cards sold through retail stores are being phased out as existing stock sells through, with retailers expected to be out by the end of 2026. Existing physical cards remain redeemable, and digital Steam Gift Cards continue to be offered. Availability of physical cards at any particular retailer is not guaranteed.
