Gaming marketplaces turn virtual items into recurring commercial activity by combining direct purchases, in-game economies, player-to-player trading and, sometimes, outside exchanges. Steam shows how a platform can host resale while keeping payment inside its own wallet; third-party markets can create different routes, including conversion to cash or crypto. These systems can make virtual assets economically meaningful without making every item cash-equivalent or revealing how much of the games industry’s revenue comes from resale.
How gaming marketplaces work
A game assigns virtual goods some combination of practical use, appearance, status or collectible appeal. Players may buy them directly, earn them through play, or receive them from other players. Where a game or platform permits transfers, those goods can circulate beyond the original purchase.
The Consumer Financial Protection Bureau (CFPB) describes gaming assets as items that can be stored on player accounts, used to buy goods or services, and transferred between people. Depending on the system, an asset may function as more than a game object: it can also have exchange value within a platform or on an outside market. That does not mean every item is transferable, redeemable, or guaranteed to retain value. The CFPB’s April 4, 2024 issue spotlight outlines these financial features and related consumer concerns.
Three routes from virtual goods to money
Direct in-game purchases
A player buys a virtual item or currency from a game operator, typically to use within that game. The transaction creates revenue for the operator, but it is not resale: the player is buying from the game or platform rather than another user.

Platform-hosted player markets
A platform may let users list eligible items for other users to buy. The platform controls which goods can be traded and how the transaction settles. In Steam’s Community Market, users buy and sell eligible items with other community members in exchange for Steam Wallet funds. The described settlement remains in Steam’s wallet environment rather than being a direct cash payout. Steam’s Community Market page describes this arrangement.
The CFPB report says Valve charges a 5 percent fee for each Steam Community Market transaction. That is a reported Steam-specific fee, not an industry-wide rate or a measure of how much Valve earns overall from marketplace activity. The CFPB report describes the fee and distinguishes platform markets from outside exchanges.

Third-party exchanges
Outside sites can provide additional ways to trade virtual items. The CFPB notes that third-party markets may facilitate conversions of items such as skins into crypto-assets or fiat currency. Those routes are distinct from a platform-hosted sale settled in platform wallet funds: they may expose users to different operators, transfer rules, payment methods and risks. The cited sources do not establish standardized protections or fee schedules across these services.
Why a marketplace can become a financial engine
The commercial loop is not limited to an initial sale. Games and platforms can support purchases, item circulation and further transactions as players acquire, use, collect or trade goods. A platform market can make resale convenient by providing listings and settlement; the platform may also charge transaction fees. Third-party exchanges can extend the economic routes further, but activity on those sites does not automatically become revenue for the game operator or platform.

Valve said it introduced item trading on Steam in 2011 to help users obtain items in games with in-game economies. In a 2016 statement addressing gambling sites that used Steam trading, Valve said it had never received revenue from those sites. The distinction matters: a platform’s trading features may enable outside economic activity without proving that the platform earned the outside site’s revenue. Marketplace features are also a design choice, not merely a payment layer. Steamworks documentation supports microtransactions and virtual economies while warning developers that tradeable or giftable goods can increase exposure to fraudulent transactions. Valve advises developers to use an economy to improve the game and customer experience. Steamworks’ microtransactions documentation discusses those design and integrity considerations.

What the available figures do—and do not—show
The documented 5 percent Steam Community Market fee offers one concrete example of how a platform can monetize resale. It cannot be used as a general rate for other games or exchanges, and it does not reveal total fee revenue without transaction-volume and other relevant figures.
There is no supported market-wide figure in the cited materials for gaming marketplace fees or resale activity as a share of industry revenue. Broader statements about gaming-company revenue cannot fill that gap. CFPB Director Rohit Chopra said on April 4, 2024: “At the same time, user interactions are heavily monetized, helping to create billions in revenue annually for gaming companies.” That statement concerns gaming-company revenue broadly; it does not quantify revenue from marketplaces or resales specifically. Valve’s June 26, 2025 announcement of a Steamworks Financials Service API shows another part of the commercial infrastructure: developers can programmatically retrieve information on revenue, units, key activations, bundles and in-game transactions, using a key generated by a Steamworks administrator. This is developer-facing reporting capability, not public evidence of Steam’s total marketplace volume. Valve’s API announcement describes the reporting fields and access requirement.
Financial and consumer risks
Value without conventional buyer protections
The CFPB warns that gaming assets may have significant value and can be stored, exchanged and transferred, while operators often take a buyer-beware approach. This creates a mismatch between assets that can matter financially to users and the protections or recourse users may expect in conventional financial markets. The agency says it is monitoring markets where financial products and services may be offered. These points describe the agency’s policy concern; they do not establish that every game has the same rules or risks.
Fraud, transfers and outside markets
Trading and gifting can create opportunities for fraudulent transactions, as Steamworks’ developer guidance notes. Third-party markets and skin gambling also raise concerns around transferability, outside cash value and whether users understand the risks. The UK Government’s evidence review discusses skins gambling as a policy issue, but legal treatment varies by jurisdiction and time; the materials cited here do not establish current law across countries. Collection and use of personal data
The CFPB also points to privacy concerns. Gaming companies may collect personal and behavioral information, including financial details, purchasing history and spending thresholds. The agency’s discussion does not mean that every company collects every listed type of information in the same way. The CFPB’s newsroom summary sets out this concern.
