You need 10 obsidian blocks for the smallest functional Minecraft Nether portal. Build a frame 4 blocks wide and 5 blocks tall, leaving its four corner blocks empty. Add the corners if you want a complete rectangular outline: that version uses 14 obsidian.
Minimum obsidian for a Nether portal
A minimum portal frame has outer dimensions of 4 blocks wide by 5 blocks tall. Its opening is 2 blocks wide by 3 blocks high. The four corner positions are optional, so the frame uses 10 obsidian blocks rather than all 14 perimeter blocks. The Minecraft Wiki’s Obsidian page describes vertical portal frames in sizes from 4×5 to 23×23 and notes that corners are not required for an operational portal.

How to count the blocks
A 4-by-5 outer rectangle has 14 perimeter positions. Remove the four corner positions and 10 blocks remain. The corners affect the frame’s appearance, not the minimum obsidian count.
