To complete Imperial Corruption in The Elder Scrolls IV: Oblivion Remastered, get referred to Itius Hayn, raise his disposition to 70, then persuade Luronk gro-Glurzog and Ruslan to testify against Audens Avidius. After both witnesses agree, allow more than 12 in-game hours for Hayn to make the arrest and the completion notice to appear.
How to find the Watch Captain

In the Imperial City, speak to an Imperial Guard and choose the “Where can I find a Watch Captain?” topic.

The guard directs you to either Hieronymus Lex or Servatius Quintilius, depending on your progress in the Thieves Guild questline. Either referral leads to Itius Hayn.
How to convince Itius Hayn
Find Itius Hayn and raise his disposition to 70. Then ask him about the corrupt Imperial Watchman. Hayn will ask you to find witnesses who can testify against Audens Avidius.

How to get the witnesses to testify
Raise the disposition of each witness to 70:

When both agree to testify, the quest log updates and points you back to Hayn.
Why the quest does not finish right after testimony
Testimony does not necessarily trigger immediate completion. Return to Hayn’s part of the quest and wait more than 12 in-game hours; he handles the arrest on his own time. A completion notification then reports that Audens Avidius has been arrested. Game8 recommends waiting rather than relying on the quest marker, and TrueTrophies likewise notes that Hayn makes the arrest later.
