An old Reddit post describes installing a modified IPA with a laptop or PC and sideloading software. The author claims the modified game changes game numbers and provides effectively unlimited currency or items, and writes, “I am aware this is against the rules.” That is the poster’s characterization, not confirmation of playus soft’s current terms.

Why a sideloaded IPA is not automatically safe
Apple explains that iOS-family operating systems require executable code to be signed with an Apple-issued certificate to help ensure apps come from a known source and have not been tampered with. Apple’s developer agreement describes permitted ways to distribute apps built with Apple software and says other third-party distribution is not authorized by that agreement unless an exception or separate agreement applies. A University of Cambridge thesis analyzed a sample of modded iOS apps and reported that over 1% were classified as malicious by VirusTotal, compared with less than 0.03% of App Store apps in its analysis. It also reported that 28.9% of its sampled modded apps were pirated paid apps offered free, 69% originally had App Store in-app purchases, and 78% were signed with enterprise certificates.
