You can’t give an iron golem a poppy in normal Minecraft gameplay. The flower animation works in the opposite direction: an iron golem sometimes offers a poppy to a villager.
Why can’t you hand a golem a poppy?
Iron golems do not have a normal player-to-golem flower-gifting interaction. Holding a poppy or trying to use the ordinary /give command does not make the golem accept it. Microsoft documents Bedrock’s /give command as giving an item to a player, not handing it to an entity: Microsoft’s Bedrock /give command reference.
Why do iron golems hold out poppies?
The golem initiates the gesture, sometimes offering a poppy to a villager. Mojang describes it as an occasional behavior, without publishing a trigger or schedule. The Minecraft Wiki also describes flowers being offered to copper golems, but the well-established familiar behavior is the golem offering one to a villager: Minecraft Wiki: Iron Golem.
Because the sources do not establish exact triggers or frequency, there is no reliable schedule or guaranteed method to make the gesture happen on demand.

Can commands make an iron golem hold a poppy?
Entity equipment commands are a technical workaround, not the normal gifting interaction. The Minecraft Wiki describes ways to alter entity equipment, but reports that the golem’s held-item state does not visually update. Do not expect this to create the visible poppy-offering animation.

What can you do with an iron golem instead?
- Create one: Mojang says to arrange four iron blocks in a T shape, then place a carved pumpkin or jack o’lantern on top. This builds a golem; it does not enable player-to-golem gifting.
- Heal one: You can use an iron ingot to heal a damaged iron golem. Healing is separate from the poppy behavior and does not make it offer a flower to you.
