You can recruit a pawn that already has it, or use the Woodland Wordsmith’s Tome to teach it to your main pawn. The translation is tied to a pawn specialization; it is not a language skill the Arisen learns directly.
Where you’ll encounter Elvish
Sacred Arbor is the Elven settlement where the language matters. Without a translating pawn, conversations with residents and shop text can be difficult to use. GameSpot describes shop dialogue appearing in Elvish, but subtitle and patch-specific behavior has not been established for every platform or version, so don’t assume every line will display the same way.

Choose a way to translate Elvish

Both routes are described by the Sacred Arbor community wiki and a GameRevolution guide dated March 25, 2024. The available guides do not establish a guaranteed acquisition time, cost, or how long the effect lasts, so those details should not be assumed.
What about Glyndwr’s questline?
GameRevolution also lists Glyndwr’s questline as a route related to understanding Elvish. The guide material available does not explain the exact mechanics or when translation becomes available through that route. Treat it as a possible alternative, not a substitute for the clearly documented pawn options.

Does the Arisen learn Elvish permanently?
The documented method is pawn-based: Woodland Wordsmith translates Elvish for the party. The available sources do not establish that completing a quest permanently teaches the Arisen the language, or that every Elvish line is translated under all patch and subtitle settings.
