The community-maintained Hollow Knight Wiki says most Tool repair costs follow a formula of 40 divided by the Tool’s base capacity; it also lists different costs for individual Tools. What the Tool Pouch and Shell Satchel change
Tool Pouch
The community-maintained Hollow Knight Wiki reports that the Tool Pouch starts with a 400-Shell-Shard capacity. Each upgrade adds 100, reaching 800 after four upgrades. Pouch upgrades also increase Red Tool capacity, so they affect both how many shards you can carry and how many charges those Tools can hold. The Shell Satchel is a Yellow Tool that further increases Red Tool capacity; the amount depends on the Tool and your Pouch upgrades. The wiki warns that removing the Satchel or switching to a Crest without it removes the extra Tool capacity and can require crafting Tools again, spending Shell Shards (Hollow Knight Wiki: Shell Satchel).
