The Warlock table sets the number and level of those slots. You regain expended Pact Magic slots when you finish a Short or Long Rest in both the 2014 and 2024 rules. The 2024 rules also give Warlocks a separate recovery feature, Magical Cunning, starting at level 2.
How many spell slots does a Warlock have?
In the 2024 rules, a Warlock has one Pact Magic slot at level 1, two from level 2, three from level 11, and four from level 17. The slots advance in level as the Warlock gains levels, reaching level 5 at level 9. From level 9 onward, each ordinary Pact Magic slot is level 5.

Are all Warlock spell slots the same level?
Yes. A Warlock’s ordinary Pact Magic slots are not a mixed set of level 1, level 2, and higher slots. At a given Warlock level, all Pact Magic slots have the level shown in the class table.

For example, a level-5 Warlock has two level-3 slots. If the Warlock casts a level-1 spell such as Witch Bolt using one of them, the spell is cast at level 3. The slot’s level determines the casting level, not the spell’s printed level. That can matter when a spell’s description improves when it is cast using a higher-level slot.
What uses a Warlock spell slot?
A level-1-or-higher Warlock spell requires a Pact Magic slot to cast. Cantrips do not use spell slots. The slot pool determines how many slot-requiring casts you can make before recovering slots; which spells you can cast is a separate question determined by your edition’s spell-management rules.

- 2014 rules: Warlocks have spells known.
- 2024 rules: Warlocks prepare spells.
Knowing or preparing a spell does not give you an extra slot to cast it. Likewise, having an available slot does not make a spell available if it is not known or prepared under the rules you are using.
When do Warlocks get spell slots back?
Under both the 2014 and 2024 rules, a Warlock regains all expended Pact Magic slots after finishing a Short or Long Rest. This is the defining practical difference between Pact Magic and many other spell-slot progressions: a Warlock’s ordinary slots are intended to return during a short rest as well as a long one.

Extra recovery in the 2024 rules
At level 2, a 2024 Warlock gains Magical Cunning. After performing a one-minute esoteric rite, the Warlock regains expended Pact Magic slots up to half their maximum number, rounded up. The feature can be used once and refreshes after a Long Rest. It supplements rest recovery rather than replacing it. How are Mystic Arcanum spells different from spell slots?
A 2024 Warlock’s level-6-through-level-9 magic comes from Mystic Arcanum, not from additional Pact Magic slots. Those are separate once-per-Long-Rest casts that do not expend a Pact Magic slot. So a level-17 Warlock has four ordinary level-5 slots, not four slots plus a set of level-6-to-9 slots.

What changes between the 2014 and 2024 Warlock?
The basic Pact Magic slot structure and Short/Long Rest recovery remain materially the same in the official Basic Rules for both editions. The notable changes for this question are spell management and additional recovery: the 2014 rules use spells known, while the 2024 rules use prepared spells and add Magical Cunning at level 2. The 2024 rules also describe high-level Mystic Arcanum casts separately from ordinary slots.

A character with both Spellcasting and Pact Magic keeps those as distinct class features; Warlock levels do not simply get added to the ordinary multiclass spell-slot calculation. However, the rules allow some cross-use: a Pact Magic slot can cast an eligible spell from a Spellcasting class, and a Spellcasting slot can cast an eligible Warlock spell. The exact wording differs by edition—2014 refers to spells known or prepared, while 2024 refers to prepared spells. Consult the applicable rules: 2014 multiclassing and 2024 multiclassing.
