The rule applies to the Epic account display name; on PlayStation and Xbox, Fortnite may show your console gamertag instead.
Which Fortnite name has the 3–16 character limit?
Epic Games calls the name on your account a “display name.” Its support rules say it must be between 3 and 16 characters long. That is the limit to use when choosing an Epic display name for Fortnite. Epic Games’ display-name rules

Why might Fortnite show a different name?
The name visible in Fortnite depends on the platform. Epic says its display name is shown on PC, Nintendo, and mobile. On PlayStation or Xbox, the game may show the name associated with that console account instead. An Epic display-name change does not change your PlayStation or Xbox name. What names are allowed?
Epic prohibits display names containing vulgarity, hate speech, offensive or derogatory language, direct references to Epic employees, products, services, or characters, and private personal information. A name that breaks these rules may be rejected or reset to a random name. Epic Games’ display-name rules

How often can you change your display name?
Epic allows a display-name change once every two weeks. Your email address must be verified, and you make the change in your Epic account settings. This changes the Epic display name, not a PlayStation or Xbox gamertag. Epic Games’ display-name change guidance

No. A nickname you assign to a friend in Fortnite is a separate friend-list label, limited to 16 characters. It does not replace that person’s usual display name in a match. Epic Games’ friend-nickname guidance

- If playing on a console platform (PlayStation Network, Xbox Live, Nintendo Switch or Mobile) you need to link your Epic Games account to that gaming platform (one time) to redeem your gift card code
- The 16 digit code on the back of the card WILL NOT work if redeemed directly through your gaming platform (PlayStation Network, Xbox Live, Nintendo Switch, Mobile, etc.)
- Note: Nintendo devices do not support Fortnite Shared Wallet, so V-Bucks purchased using your account balance will not show up on your Nintendo device.
