Settlers arrive gradually, not on a guaranteed timetable. If recruitment stalls, check the beacon, available population capacity, and whether existing settlers have jobs.
How to attract settlers with a Recruitment Radio Beacon
- Open the settlement workshop. In the build menu, go to Power and select Recruitment Radio Beacon. A decorative radio or another radio object will not recruit settlers.
- Connect a generator. Build a generator with enough power and wire it to the beacon. Check that the beacon is powered, then make sure it is switched on.
- Leave it active and allow in-game time to pass. Recruitment is gradual or chance-based; the available gameplay references do not establish a fixed arrival interval. One active beacon is enough, and additional beacons are not reported to make settlers arrive faster.
- Give new arrivals work. Assign settlers to crops, guard posts, shops, or other available jobs through the workshop. Unassigned settlers may be associated with recruitment stalls, but the precise threshold is disputed, so do not rely on a specific number.
How many settlers can a settlement have?
Gameplay references commonly report the ordinary settlement population cap as 10 plus the player character’s current Charisma. This is a reported rule of thumb, not an official formula established by Bethesda in the sources cited here. Charisma-boosting gear or consumables may affect the ceiling, and the details can vary. For a settlement that has stopped growing, compare its population with this reported cap before waiting longer or building more beacons.

Beacon recruitment or moving an existing settler?

Why aren’t people joining my settlement?
Work through these checks before changing your setup:
- Confirm the object. It must be a Recruitment Radio Beacon built from the Power section, not another kind of radio.
- Check power and status. Verify the generator is wired to the beacon, the beacon has power, and it is on.
- Check population capacity. Compare the settlement’s headcount with the commonly reported 10-plus-Charisma cap.
- Assign existing settlers. Put idle settlers on available tasks; sources suggest unemployment may affect recruitment but disagree about the cutoff.
- Allow more in-game time. A working beacon does not guarantee an arrival on a particular schedule.
- Account for mods. If you use mods, their recruitment settings or changes to settlement mechanics may differ from ordinary, unmodded play.
Virtual Workshops are a separate feature
Bethesda’s Virtual Workshops guide describes settlers being generated at a terminal in that separate feature. It is not the standard process for attracting generic settlers to an ordinary settlement; for that, use a powered, active Recruitment Radio Beacon.
