“Latent power” means capacity or influence that exists but is not currently obvious or exercised. The phrase is not one settled technical term: it can describe a person’s unused ability to influence, a nation’s resources that might be developed into capabilities, or relationships outside formal government that may shape political networks. The shared idea is potential; the evidence for it depends on the context.
What does latent power mean?
“Latent” describes something hidden or not evident at the moment, but capable of developing. Applied to power, it points to a capacity that may exist before it is put to use. A person may have the ability to persuade others without exercising it; a country may possess resources that are not yet usable capabilities.
That broad explanation is useful, but it is not a universal measurement or a single formal theory. To understand a particular claim about latent power, first ask what is supposed to hold the potential and what would make it observable.
Three contexts in which the phrase is used

These comparison points are a practical way to distinguish the sources’ meanings, not a standardized framework for measuring latent power.

Latent power and influence in interpersonal settings
In a 2023 article in Organization Development Journal, Boss, Boss, and Boss describe power as potential capacity and influence as the manifestation or use of that capacity. Their shorthand is that power may be present before it is exercised. They discuss sources including position, rewards, coercion, expertise, and information, but their account should be understood as the authors’ framework rather than a universal definition.
This distinction helps separate having a possible means of influence from actually affecting a decision or outcome. Someone may possess expertise or access to information, for example, but whether that becomes influence depends on whether and how it is used.

Latent power in national strategy
The Marine Corps War College Strategy Primer uses “latent power” for assets a nation could convert into capabilities. It names natural resources, geography, human capital, the economy, industry, research and development, technology, infrastructure, governance and political systems, culture, national will, and international reputation as elements of power.
The important distinction is between a resource and a ready means. A resource may contribute to national power only if it can be developed and brought to bear. The primer also cautions strategists to consider how quickly circumstances are changing: a capability that takes time to develop may not be available in a fast-moving situation.

Latent power structures in political networks
A 2022 article in Government and Opposition, published by Cambridge University Press, uses the phrase “latent power structure” for relationships linking people in a current government to people outside it. Such ties can stem from earlier governments, parliament, political parties, or company boards. The concept draws attention to possible influence beyond the boundaries of formal office; it does not mean that every identified relationship has been shown to cause a particular decision.
For its study of Spanish government networks in 2004 and 2012, the article’s authors used specific criteria to identify ties: a supervisor relationship lasting more than four years, or a supervisor who had recruited at least two current government members. Those are the authors’ operational rules for that analysis, not a generally accepted test for latent power.

The authors reported 20 actors in the latent power structure across the Spanish government networks they analyzed. That is a result for those networks and that study, not a count that can be generalized to governments as a whole.

- Why is it latent? Has capacity not been used, have assets not been turned into capabilities, or do relationships extend beyond formal roles?
- What would show it becoming active? Look for an observable action, a developed capability, or evidence that a relationship is relevant to influence.
- What kind of evidence supports the claim? A conceptual framework, a strategy document, or a case-specific network analysis supports different kinds of conclusions.
